GENE M. CARLINO is a partner with Pannone Lopes Devereaux & O'Gara LLC, where he has more than 25 years of experience in all areas of estate and tax planning and administration, Medicaid planning, probate administration and trust litigation. His practice includes advising and advocating for clients in all matters involving federal and state taxation, including representing individuals before the Internal Revenue Service in contested assessments during the examination phase, before the Appeals Division, and at trial in the U.S. Tax Court, the U.S. Court of Federal Claims, and the Federal District Court. Mr. Carlino is licensed to practice in Rhode Island, Massachusetts and Florida; and also admitted to the U.S. Tax Court, U.S. Court of Federal Claims, the Federal District Court of Rhode Island, and the U.S. District Court for the Southern District of Florida. He earned his J.D. degree from Boston University School of Law; his LL.M. degree in taxation from New York University School of Law; and his B.S. degree, magna cum laude, in accountancy from Providence College.
MATTHEW J. LEONARD is of counsel at the Providence law firm of Salter McGowan Sylvia & Leonard, Inc., where he practices in the areas of estate planning and asset protection planning, Medicaid planning, elder law, real estate, probate administration, and related litigation. He is a member of the Rhode Island and Massachusetts bar associations, and The Florida Bar. Mr. Leonard has been a frequent lecturer on topics related to his practice, including "Drafting Effective Wills and Trusts," "Resolving Estate Will and Trust Contests," "Protecting Assets While Qualifying for Medicaid," “Elder Law Home Care and Caregiver Agreements,” “Medicaid Planning,” and “Special Needs Trusts: Planning for Persons with a Disability.” Mr. Leonard is a member of the National Academy of Elder Law Attorneys and a former member of the Town of Smithfield Planning Board. He is a past president of the Providence College Alumni Association and recipient of Providence College’s Mal Brown Award. Mr. Leonard is a recipient of the Men Who Make A Difference Award from the Women’s Resource Center of Rhode Island. He is a principal owner of Murphy & Fay Title and Escrow, LLC. Mr. Leonard earned his B.S. degree from Providence College and his J.D. degree from Roger Williams University Ralph R. Pappito School of Law.
ROBERT D. OSTER is the principal of Oster Law Offices, where he has a general practice with a concentration in domestic relations law, bankruptcy law and criminal law. Mr. Oster is a member of the Family Court Bench Bar Committee and a past member of the Conservation Commission. He is also a member of the Pawtucket, Rhode Island (member, House of Delegates and Executive Committee; past president and treasurer) and American (Rhode Island delegate) bar associations. Mr. Oster earned his B.A. degree, magna cum laude, from Boston University and his J.D. degree from St. Louis University School of Law, where he was a member of the Law Journal.
SARAH B. OSTER KELLY is a third-generation attorney at Oster Law Offices, where her areas of practice include family law, wills and trusts, probate, immigration, landlord/tenant, criminal law and contracts. She attended Wheaton College and earned her undergraduate degree in political science with a legal studies minor. Ms. Oster Kelly received her J.D. degree from Roger Williams University Ralph R. Pappito School of Law, and became a Rhode Island certified mediator through Roger Williams University Ralph R. Pappito School of Law.
