Stephen W. Elliott
is an attorney with Howell & Fisher, PLLC in Nashville, Tennessee. He practices primarily in the area of trial and appellate litigation, with emphasis in workers' compensation, police liability, civil rights, employment discrimination, real estate errors and omissions and professional liability. Mr. Elliott earned his B.S. degree in public administration/political science, cum laude, from David Lipscomb University and his J.D. degree in from Cumberland School of Law at Samford University in Birmingham, Alabama. He is a member of the Nashville, Tennessee and American bar associations, as well as the Defense Research Institute.

Gina S. Vogel
is a shareholder with the Knoxville office of Lewis Thomason where she focuses her practice on civil litigation, governmental entity defense, employment law, and medical malpractice defense. She is admitted to practice in all federal and state courts in Tennessee and the Sixth Circuit Court of Appeals. Ms. Vogel has achieved successful results for her clients through defense jury verdicts, summary judgments, mediations, and on appeal. She handles matters in both state and federal courts throughout Tennessee. Ms. Vogel earned her B.A. degree, summa cum laude, from University of Tennessee and her J.D. degree from University of Tennessee College of Law.

Matthew B. Jorden
is founding member at Jorden Law Group, where his practice focuses on plaintiff's personal injury, criminal defense and representation of licensed professionals in administrative proceedings. He has handled complex litigation involving products liability, transportation accidents, and governmental liability. Additionally, Mr. Jorden has defended clients in high profile cases prosecuted by the SEC and has had the opportunity to argue before the Ninth Circuit Court of Appeals. He is admitted to practice in Pennsylvania, California, U.S. District Court for the Western District of Pennsylvania, Third Circuit Court of Appeals, Ninth Circuit Court of Appeals and U.S. Supreme Court. Mr. Jorden earned his B.A. degree from Allegheny College and his J.D. degree, cum laude, from Thomas M. Cooley School of Law.

Perry A. Bartels
is with Bartels Consulting, LLC in Virginia. Since 2018, he has been the assistant director over training operations at the Hampton Roads Criminal Justice Training Academy (HRCJTA), which serves approximately 51 agencies totaling almost 3,000 officers. Mr. Bartels supervises all training, update curriculum, instruct basic and in-service classes on use of force (both physical techniques and legal guidelines), search and seizure, firearms, general tactical concepts, and liability. He teaches and certifies instructors on general police topics, field training, defense/control tactics, firearms, and driving. Mr. Bartels supervises a staff of five trainers and numerous support instructors while providing guidance, leadership, and professional development. From 1994 to 2018, he was with Newport News Police Department. Over his 24-year career there, Mr. Bartels held many positions including; patrol office/field training officer, training division staff instructor, patrol supervisor, training supervisor/assistant academy director, organized crime division supervisor/street team, training supervisor/range master and auxiliary officer assigned to training division. He is a member of the International Law Enforcement Educators and Trainers Association (ILEETA).

J. Bryan Moseley
is a partner in the Murfreesboro, Tennessee law firm of Moseley & Moseley, Attorneys at Law, where his main areas of practice are premises liability and civil rights litigation. He also handles general personal injury cases and some other civil litigation. Mr. Moseley is a frequent speaker on personal injury and subrogation topics for National Business Institute. He is a member of the American Board of Trial Advocates (ABOTA) where he has served as the president of the Tennessee Chapter. He is also a member of the Tennessee Bar Association and the American Association for Justice. Mr. Moseley is a member of the ICC (International Code Council) and ASTM International (American Society for Testing and Materials). He earned his B.A. degree, cum laude, from Middle Tennessee State University; and his J.D. degree, magna cum laude, from the University of Tennessee College of Law.

Fred M. Blum
is a founding partner, who has been litigating cases for more than 40 years. His practice is concentrated in the areas of complex litigation, including environmental, employment and constitutional law. Mr. Blum also devotes large parts of his practice to business litigation, civil rights, and product liability. He has tried numerous cases in a wide variety of areas, including anti-trust, mass toxic torts, civil rights, and toxic property contamination. Representing individuals, government entities, or Fortune 500 companies, Mr. Blum has been uniquely successful whether acting on behalf of plaintiffs or defendants. He has obtained defense verdicts in mass toxic torts and property contamination cases as well as plaintiff verdicts in the multi-million-dollar range. Additionally, Mr. Blum has successfully litigated environmental matters ranging from CERCLA to RCRA, as well as trademark, unfair competition, and white-collar crimes. He is a graduate of the University of California, Davis and received his J.D. degree from Whittier College School of Law. Mr. Blum is admitted to practice in the state of California, all federal district courts in California, U.S. Court of Appeals for the Ninth Circuit, and the United States Supreme Court.

Kevin R. Anderson
is the resident partner of Anderson & Welch, LLC, in West Palm Beach, Florida. He practices exclusively in the areas of criminal litigation and police liability. Mr. Anderson has always possessed a passion for criminal justice. He earned his baccalaureate degree in criminology and criminalistics, with honors, from Florida State University and his Juris Doctorate from Syracuse University, College of Law. Mr. Anderson gained invaluable experience while working with the Miami-Dade County Office Public Defender's Office. He then practiced as a trial attorney at the Palm Beach County Office of the Public Defender. As a criminal attorney, Mr. Anderson recognized the injustices arising from abuse of governmental power and misuse of authority by civil rights violations. A true advocate for justice, he merged police liability into his practice to address police misconduct involving excessive force, false arrest, malicious prosecution, invasions of privacy and related activity. Mr. Anderson predicted in his article "The Pursuit of Justice for All" that police reformation would be the new frontier of criminal justice. With the completion of over 26 years of experience, countless jury trials and favorable settlements, he has handled hundreds of state and federal criminal and police liability cases. Mr. Anderson has litigated in multiple judicial circuits in Florida, including the Sixth, Ninth, Eleventh, Thirteenth, Fifteenth, Sixteenth, Seventeenth, Nineteenth, and Twentieth. His federal practice encompasses the United States District Courts, where he is also admitted to practice before the United States Supreme Court. Mr. Anderson has represented individuals in Florida, California, Texas, Georgia, Virginia, Connecticut, Ohio and New York. He is also a United States Veteran who served on active duty in the United States Air Force's Judge Advocate General's Department. Mr. Anderson earned his B.S. degree, with honors, from Florida State University and his J.D. degree from Syracuse University College of Law.
