Speaker bio
Neubia L. Harris
is an attorney at The Law Office of Neubia L. Harris, PLLC. She has extensive education law and civil litigation experience. Ms. Harris received her undergraduate degree in communication studies from the University of North Carolina at Greensboro and her law degree from Wake Forest University School of Law. She is actively involved with the North Carolina Bar Association and the Wake County Bar Association. As an advocate for “access to justice” Ms. Harris is a regular volunteer with Legal Aid of North Carolina, Inc. When she is not working, Ms. Harris enjoys going on adventures with her loving husband, and their two adorable children.

Laura Tubbs Booth
is an attorney with Ratwik, Roszak & Maloney, P.A. She has represented school districts for more than 25 years and is the recipient of the 2019 Minnesota Association of Special Educators' Distinguished Service Award. Ms. Booth focuses much of her work with schools in Minnesota and North Dakota on preventive law and the practical application of the law. She has represented clients in administrative proceedings and in state and federal courts, including the Eighth Circuit Court of Appeals and the United States Supreme Court. Ms. Booth routinely advises clients on all areas of education law, including special education and other student issues; discrimination; data practices and open meeting matters; employment issues; investigation of employment and child maltreatment issues; and policy development, training and coaching in the human resources/employment area. She has successfully represented Minnesota schools in several cases that have shaped education law in Minnesota. Ms. Booth is a cum laude graduate of Hamline University School of Law.

Thomas A. Mayes
is an attorney for the Iowa Department of Education. Before joining the department, Mr. Mayes was staff attorney for the Iowa Court of Appeals, staff attorney in Iowa Legal Aid's Waterloo office, and law clerk to Justice James H. Carter of the Supreme Court of Iowa. He is licensed to practice in Iowa and New York. Thomas Mayes is a member and former president of the National Council of State Education Attorneys. Mr. Mayes earned his bachelor's degree from Baylor University; his J.D. degree, with highest distinction, from The University of Iowa College of Law; and his master's degree in educational leadership from Lehigh University.
