Matthew T Hays is a member of the Chicago office of Dykema. A Certified Information Privacy Professional for both the United States and Canada, he recognizes that compliance programs and policies involving data privacy and security can be legally sound in theory but of little value in practice if they are not grounded in business and operational realities. Working primarily with regulated insurance, health, tech, and financial services industry clients, Mr. Hays collaborates closely with CIOs, CMOs, and other internal constituencies to turn chaos into compliance and bring clarity to an often opaque and chaotic patchwork of state, federal, and international legal obligations. He has guided clients as they wrangle with the explosion of new regulations and the adoption of innovative and complicated artificial intelligence-driven technologies, including the deployment of generative AI tools. Mr. Hays has worked extensively with U.S. federal, sectoral, and state comprehensive privacy laws, including the CCPA/CPRA, Washington My Health My Data Act, Colorado AI Act, Illinois BIPA, GLBA, NAIC/New York DFS, and HIPAA, as well as the EU and UK GDPR, Canada's PIPEDA and provincial laws, and other regulatory schemes across the globe. As an engineer and a registered patent attorney, he brings a technical and scientific perspective to his work that serves as an invaluable complement to his immersive understanding of legal and regulatory issues. This unique background facilitates his ability to holistically approach every client question, issue, concern, and objective in a way that is comprehensive and comprehensible in equal measure. He earned his B.S. degree from University of Cincinnati and his J.D. degree, magna cum laude, from Chicago-Kent College of Law at the Illinois Institute of Technology.
