Timothy J Plunkett is of Senior Counsel at Harris Beach Murtha Cullina PLLC. He has more than 25 years of experience providing strategic counsel to governments and businesses. Mr. Plunkett is adept at navigating the intersection of law, business and government, helping guide clients through complicated political and business environments within heavily regulated industries. His career spans litigation, government relations and advising on complex regulatory environments, with experience in roles at law firms, on Wall Street, in state government and at a technology startup. Mr. Plunkett is admitted to practice in New York and Connecticut, counsels on procurement and government contracting, political law and compliance, data privacy and security, infrastructure and transportation development, contract management, education, employment, public finance and AI governance, among many other legal areas. As a certified AI Governance Professional (AIGP), Mr. Plunkett is well-positioned to navigate the legal and ethical challenges posed by emerging technologies. He provides forward-thinking guidance on issues such as AI regulation, compliance, governance and assisting organizations to mitigate risks while responsibly capitalizing on innovation. Mr. Plunkett previously worked at an early AI machine learning company focused on translation and localization. He also completed a Stanford University Rock Center for Corporate Governance (AI Governance) Course and is One Trust Certified for Risk Management & Governance Tools. Mr. Plunkett represents clients subject to federal, state and local regulations and is passionate about creating value and impact for those clients and their communities. He represents clients before state legislators, Congressional delegations, executive branch members, various state and local agencies and in state and federal courts, leveraging his extensive network and relationships with public sector officials, agency staff and regulators to achieve his clients' business goals. In addition to founding his own law firm Mr. Plunkett previously held positions as an investment banking analyst in a Wall Street banking firm's public finance department; a business analyst at a technology startup; and as a senior policy analyst with the New York State Assembly, where he helped establish a new office and acted as lead contact regarding the financial, economic and social impacts of the 9/11 terrorist attacks upon the New York State and City economy, recovery and rebuilding efforts. He earned his B.A. degree from Georgetown University and his J.D. degree from Fordham University School of Law.
