Lea A. Phillips
focuses her practice on serving the renewable energy, manufacturing, and waste/recycling industries; and has particular expertise in battery energy storage systems (BESS). She regularly provides legal counsel on project development, and obtains and defends challenges to environmental and land use permits on behalf of her clients. Ms. Phillips also advises clients on environmental risks and liabilities in business and real estate transactions, and routinely negotiates environmental indemnity agreements, prospective purchaser agreements, and transition services agreements. She earned her J.D. degree, magna cum laude, from Arizona State University. Ms. Phillips is admitted to practice in the state of Arizona.

Paul Goeringer
is the extension legal specialist at the College of Agriculture & Natural Resources at the University of Maryland. He is the auther of more than 100 Extension articles with one titled "Current Legal Rules Benefit Spray Applicators When It Comes to Pesticide Drift." Mr. Goeringer grew up on his family's wheat and cattle operation in Western Oklahoma. He attended Oklahoma State University and graduated with a Bachelor of Science in Agricultural Economics. Mr. Goeringer earned his J.D. degree from the University of Oklahoma, his LL.M. degree in Agricultural Law and his Master of Science degree in Agricultural Economics from the University of Arkansas. He is licensed to practice in Oklahoma. Mr. Goeringer is an active member of the American Agricultural Law Association, Agriculture Law Section of the Maryland State Bar Association, Southern Agricultural Economics Association and Agricultural & Applied Economics Association.

Sarah A. Noe
is an associate attorney at Ballard Spahr, where she specializes in representing clients in the renewable energy sector. As a key member of the firm's Environment and Natural Resources practice group, Ms. Noe offers comprehensive counsel on environmental and land use permitting, along with a broad range of related regulatory matters. She provides valuable legal guidance to clients navigating the complexities of these areas, ensuring they comply with relevant laws and regulations while pursuing sustainable projects. In addition to her environmental and regulatory work, Ms. Noe has extensive experience representing and advising clients in real estate transactions. Ms. Noe's practice encompasses a diverse range of industries, allowing her to deliver strategic advice and practical solutions to clients facing a wide array of legal challenges. Before joining Ballard Spahr as a summer associate, Ms. Noe gained valuable experience at the Center for Public Health Law and Policy at Sandra Day O'Connor College of Law. There, she focused her research efforts on two significant public health issues: the Zika virus outbreak and the opioid epidemic. This experience shaped her understanding of the intersection between law, public health, and policy, and enhanced her ability to approach complex legal matters from a broader perspective. Ms. Noe earned her Bachelor of Arts degree summa cum laude from Arizona State University, where she demonstrated an exceptional academic record. She went on to receive her Juris Doctor degree from the prestigious University of Pennsylvania Law School, further honing her legal skills and preparing her for her successful career in law. Ms. Noe is admitted to practice in the state of Arizona.

David P. Littell
is a seasoned energy and environmental expert, advising clients as private counsel and in various official roles. His expertise in strategy, innovation, and collaboration helps clients achieve objectives across multiple cases and initiatives. He has testified before agencies like FERC, the U.S. EPA, and state legislatures, and regularly speaks on energy and environmental issues. Mr. Littell is a sought-after leader with deep knowledge of energy market rules, state regulations, and the intersection of environmental law and policy. He played a key role in creating the Regional Greenhouse Gas Initiative, North America's first market-based greenhouse gas program. His experience spans power sector transformation, energy resource integration, grid modernization, environmental permitting, compliance counseling, due diligence, and litigation support. Whether large or small, Mr. Littell excels in guiding clients through complex projects, cases, and transactions. Mr. Littell received his JD from Harvard Law School, cum laude. He is admitted in the states of Maine and Connecticut.

Katie Leesman
advises clients on complex business transactions, with a focus on energy project finance, public-private partnership (P3) initiatives, project development and acquisition, related financings, and federal and state energy regulatory matters. She has experience across a wide range of project technologies, including commercial, utility-scale, residential photovoltaic systems, and community solar projects. Prior to attending law school, Ms. Leesman worked as a legal policy analyst for Dell Inc.'s government affairs group. She completed internships with the Federal Energy Regulatory Commission's Office of Administrative Litigation, served as a law clerk with the U.S. Environmental Protection Agency’s Office of Enforcement and Compliance within the National Planning, Measures, and Analysis division. Ms. Leesman earned her J.D. degree, cum laude, from American University Washington College of Law, where she was a member of the American University International Law Review and the Moot Court Honor Society. She earned her B.A. degree, cum laude, from Mary Washington College, where she was a member of Pi Sigma Alpha and Phi Alpha Theta. Ms. Leesman is admitted to practice in the District of Columbia.
