Speaker bio
Austin Scarborough
is an attorney at Young/Sommer LLC. He joined Young/Sommer in 2023 and focuses his area of practice on energy, environmental, and land use law. Prior to joining Young/Sommer, Mr. Scarborough worked at other law firms in the Capital Region, where he assisted clients on various energy, environmental, land use, and cybersecurity matters. He provides counsel on matters such as environmental compliance, due diligence, and obtaining permits and approvals at local and state levels. Mr. Scarborough also regularly presents on wetlands issues and updates at the state and federal level. He earned his J.D. degree from Vermont Law School in 2021 with a concentration in energy law. During law school, Mr. Scarborough devoted the majority of his coursework to energy and environmental law; worked in the Vermont Law School Energy Clinic, where he helped clients obtain community solar approvals; and interned at the Federal Energy Regulatory Commission in the Office of Administrative Legislation.

David Jaffe
is a seasoned general counsel pf public and private multinational manufacturing companies. He is the principal of Jaffe Counsel plc, where his practice now focuses on compliance and ethics, corporate governance, and international joint ventures. David helped lead Guardian Industries Corp.'s physical expansion into 22 countries; he built and implemented its first compliance and ethics program, led the compliance function, and responded to government investigations around the world. He has since built and advised on compliance and ethics programs for large designed and built compliance and ethics programs and has His experience also includes formation, operation, and exits from international joint ventures, as well as leading legal, compliance, environmental and corporate communications functions. He serves on the boards of directors of for-profit and non-profit organizations. David's principal office is near Detroit Michigan. He is also of Counsel to EC Rubio, a national Mexican law firm. David was a law clerk to Chief Judge James Browning, U.S. Court of Appeals for the 9th Circuit and to (then) Justice William Rehnquist, at the Supreme Court of the United States. He is an honors graduate of the Law School and the College at The University of Chicago. In law school, he served as a research assistant to Edward Levi, Attorney General of the United States under President Ford.

Jamie J. Spataro
's practice, spanning over two decades of experience, encompasses a wide range of workplace safety and health issues. He regularly counsels clients on all aspects of OSHA compliance, including providing advice and counsel regarding workplace safety practices, policies and procedures, assisting with investigating and responding to OSHA complaints, helping clients navigate onsite OSHA inspections and manage accident investigations, defending and negotiating OSHA citations, and assisting clients, trade associations and organizations with their OSHA regulatory policy and advocacy efforts, including crafting and submitting comments in response to OSHA proposed rulemakings. Mr. Spataro provides training to employers on key OSHA compliance obligations including state and federal OSHA injury and illness recordkeeping and reporting requirements. Additionally, he regularly counsels clients on transportation safety compliance, including U.S. DOT FMCSA driver safety and U.S. DOT PHMSA hazmat safety issues. Mr. Spataro also counsels clients on state and federal environmental compliance issues. For nearly 15 years, he served as a lead regulatory counsel for a major American ground package delivery company where he advised on workplace safety, transportation safety, infectious diseases and COVID-19 mitigation, hazardous materials transportation, environmental compliance, sustainability, sustainable freight, and TSA indirect air carrier compliance. Prior to his in-house career, Mr. Spataro spent five years in private practice serving as both national coordinating counsel and local counsel for a large corporate client involved in the defense of asbestos lawsuits. He also focused his practice on commercial and environmental litigation during which he regularly participated on trial teams in Pennsylvania, Ohio and West Virginia. Mr. Spataro has served his community representing low-income clients in pro bono matters before the Allegheny County Court of Common Pleas and the U.S. District Court for the Western District of Pennsylvania, and he has provided Spanish language translation support for his corporate and pro bono clients.

Ira L. Blank
is an attorney with The Enterprise Law Group, LLC in St. Louis, Missouri. He is a seasoned management-side labor and employment attorney and litigator, with decades of experience as outside labor and employment counsel to businesses, and in-house HR/HR legal services. Mr. Blank guides businesses through difficult employee situations and represents businesses workforce-related litigation, investigations, and audits. He earned his B.S. degree from the University of Alabama, his Master of Industrial and Labor Relations from Cornell University and his J.D. degree from Washington University School of Law.

Colin T. Dean
is an attorney with McGlinchey Stafford PLLC in Birmingham, Alabama. He helps clients resolve a broad range of consumer financial services litigation and transactional matters across the country, including in Alabama, Florida and North Carolina. Mr. Dean defends mortgage lenders and loan servicers, as well as other consumer lenders, loan servicers, and service providers, against individual and class action claims alleging fraud, breach of contract, and violations of consumer protection statutes. He also counsels in-house counsel, vice presidents of compliance, and other executives through issues concerning the Truth in Lending Act (TILA), Real Estate Settlement Procedures Act (RESPA), Fair Housing Act (FHA), the Fair Credit Reporting Act (FCRA), Telephone Consumer Protection Act (TCPA), and Fair Debt Collection Practices Act (FDCPA). Mr. Dean also guides clients through securities litigation and arbitration brought by customers, employees, and competitors. He represents broker-dealers, clearing houses, investment firms, registered representatives, and investment advisors in FINRA (Financial Industry Regulatory Authority) arbitrations. In addition, Colin has a vibrant compliance practice. Mr. Dean works with lenders, loan servicers, and other financial services providers to comply with the ever-changing federal and state regulatory landscape by helping clients develop internal policies and procedures, design training and compliance programs, and respond to the inquiries and examinations of regulators. He earned his J.D. degree from the University of Alabama School of Law and is admitted to practice in Alabama, Florida and North Carolina.
