Speaker bio
Jeffrey Gard
is a Colorado attorney with Gard Law Firm, LLC, specializing in marijuana law. He represents numerous patients, doctors and marijuana businesses throughout the state of Colorado, and has advised people from all over the country. Mr. Gard advises both state and local governments in their development of medical marijuana business regulations. He is widely considered one of Colorado's leading marijuana attorneys. Since the passage of Amendment 64 which legalized adult possession and cultivation of marijuana in Colorado, Mr. Gard has been working with state and local officials in developing regulations for the retail marijuana industry and was appointed by the state to participate in the rule-making progress. Over the last year, he has been working with the U.S. Congress to assist with an analysis of the federal code to determine the various areas which are impacted by the state marijuana laws, in hopes of reconciling state and federal law in the near future. Mr. Gard now shares his knowledge and experience with other attorneys and has given several CLE lectures on various aspects of marijuana law. He is a Colorado native and a cum laude philosophy graduate from the University of Colorado, where he also was elected Phi Beta Kappa. While attending law school, Mr. Gard won the William De Souchet Award for best individual performance in trial advocacy, and won a multi-state moot court competition during his first year of law school. After graduation, he accepted a position with a respected litigation firm in Boulder, Colorado and later formed his own firm in downtown Boulder, Colorado.

William D. Massey
is senior partner with The Law Office of Massey McClusky Fuchs & Ballenger, and has been practicing law for over 42 years. Mr. Massey devotes 100% of his practice to litigation work, where his area of expertise is in trial work for cases involving drug or murder charges. He has tried cases in Florida, Mississippi, Arkansas, Kentucky, and Texas, in addition to throughout the state of Tennessee. Mr. Massey is recognized as a criminal trial specialist in Tennessee and board certified as a criminal trial advocate by the National Board of Advocacy. He is admitted to the Tennessee Bar Association; U.S. District Court Eastern, Middle, and Western districts of Tennessee; U.S. District Court Eastern District of Arkansas; U.S. Court of Appeals Sixth Circuit; and U.S. Supreme Court. Mr. Massey is a member of the Tennessee Association of Criminal Defense Lawyers (past-president), National Association of Criminal Defense Lawyers (former Board of Directors and Executive Committee), Tennessee Bar Association and Memphis Bar Association (Criminal Law Section, past-president). He earned his B.A degree from the University of Tennessee at Knoxville and his J.D. degree from Cecil C. Humphreys School of Law, Memphis, Tennessee.

Carmella J. Penn
is an attorney in Alabama with a focus on criminal defense, with a stint as a prosecutor with the third and fifth judicial circuits of Alabama. Her past experiences also includes, teaching criminal law and procedure and several courses in the humanities at Lawson State Community College in Birmingham, Alabama. Ms. Penn graduated from the University of Alabama School of Law, where she was a member of the Bench and Bar Legal Honor Society and Frederick Douglass Moot Court Team.
