Speaker bio
Victoria Britton
is of counsel at Price, Meese, Shulman & D'Arminio, PC. She concentrates her practice in the areas of community association law, land use law, local government law, real estate and property law, and trial and appellate litigation. Ms. Britton represents clients in the acquisition, sale and development of commercial, industrial and residential real estate. She has represented municipal governments and land use boards across New Jersey. Ms. Britton presents applications for land use approvals for developers and applicants before local land use boards, as well as defends such applications in the courts. She is also experienced in representing municipal clients and developers regarding affordable housing matters. Ms. Britton counsels condominium and homeowners' associations on community association law matters for both residential and nonresidential properties. She regularly lectures on areas related to land use and local government law. Ms. Britton serves as a director of the New Jersey State Bar Association Land Use Law Section and a panelist for the New Jersey Institute of Continuing Legal Education. She is also an instructor and lecturer for New Jersey Planning Officials with seminars focused on New Jersey's Municipal Land Use Law. Ms. Britton is a trustee of the Burlington County Bar Association, serving as a co-chair of the Diversity, Inclusion and Leadership Committee. She earned her B.A. degree from Boston University and her J.D. degree from University of Connecticut School of Law.

Rosemary Stone-Dougherty
is a partner at A.Y. Strauss LLC. She has vast experience in the areas of land use development, zoning and planning law, along with all aspects of both complex commercial and residential real estate transactions. Ms. Stone-Dougherty earned her B.A. degree from Seton Hall University, her M.B.A. degree from W.P. Stillman School of Business-Seton Hall University and her J.D. degree from Seton Hall Law. She is admitted to practice in the Supreme Court of the United States of America and the U.S. District Court for New Jersey, Florida and New Jersey.

Ricardo Aponte-Parsi
is a real estate and corporate counsel with a 22+ year track record of assessing risk, managing litigation, and building compliance systems to protect organizational interests. He is a trusted business partner and problem solver, dedicated to delivering exceptional results that advance business objectives through preventive counseling, strategic risk management, and shrewd advocacy. Mr. Aponte-Parsi is a team leader and project manager who builds relationships, leads change, and communicates effectively with private and public stakeholders. He earned his bachelor's degree from Syracuse University, with a major in international relations, and his J.D. degree from the Interamerican University of Puerto Rico School of Law. In May 2014, Mr. Aponte-Parsi completed his Master of Laws degree from Northwestern University School of Law and a Certificate in Business Administration from IE Business School in Madrid, Spain. In 2018, he completed a second LL.M. degree at Georgetown University Law School in securities and financial regulation. In 2022, Mr. Aponte-Parsi completed a certification in privacy law from Seton Hall University School of Law. He was president of the Board of the Puerto Rico Education Council, the licensing agency for the Commonwealth, and is currently the chairman of the Board of Trustees of the San Juan Community College. Since November of 2024, Mr. Aponte-Parsi has worked as an associate general counsel at the Office of the General Counsel of the Air Force (SAF/GCN) at Lackland Air Force Base, in San Antonio, Texas. SAF/GCN provides legal and policy advice to members of the Secretariat, air staff, and space staff on virtually all matters relating to the department's 180 installations, nearly 10 million acres of real estate, base realignment, and closure; programs for environmental planning, compliance, and restoration and natural and cultural resources management; and programs for safety and occupational health.

Donald M. Pepe
is a partner at Scarinci & Hollenbeck, LLC. He devotes his practice to all aspects of complex real estate development and real estate transactional work with an emphasis on retail and residential development. Mr. Pepe works closely with business executives and in-house counsel to develop strategies for targeting acquisitions, land purchase negotiations, managing and evaluating feasibility studies, representing corporate interests before local, state and federal approval authorities, and securing land use and administrative approvals. He has considerable experience securing development approvals and closing commercial real estate transactions. Since joining the firm, Mr. Pepe has negotiated and drafted a broad range of agreements pertaining to the acquisition and sale of property, financing and leasing, commercial and residential condominium formation and management, municipal and private development agreements, development grants and incentives, easements and operating agreements – across multiple property types, including office, retail, industrial and residential. He has developed relationships with a number of prominent New Jersey planners, architects, engineers and other development professionals whose practices are complimentary and allow Mr. Pepe to offer a single-contact source for the development needs of the most demanding developer clients. A graduate of Rutgers University School of Law, Mr. Pepe is an active member of the International Council of Shopping Centers, New Jersey Builders Association, Shore Builders Association.

John D. Cromie
is a partner and co-chair at Connell Foley LLP. He is an exceptionally experienced business lawyer. Mr. Cromie represents entities ranging from Fortune 100 public companies to privately owned mid‑cap enterprises and startup ventures on a wide range of real estate and financing transactions. He is well-versed in the area of mergers and acquisitions, as well as in the purchase, sale, leasing and development of commercial real estate. Mr. Cromie also has significant experience representing lenders and documenting asset-based and real estate-based commercial loans and credit facilities, and is a member of the firm's Public Finance Group. In addition, he advises companies on Small Business Administration (SBA) loans, and has substantial experience advising clients regarding the Coronavirus Aid, Relief, and Economic Security (CARES) Act. Mr. Cromie often serves as outside general counsel to his clients, working with closely held businesses in a variety of industries, including construction, manufacturing, specialty chemical and health care. He provides a "one-stop shop" for in-house legal teams, who appreciate his responsiveness, efficiency and practical approach to finding solutions to their day-to-day legal issues as well as more complex matters, such as succession planning. Mr. Cromie earned his B.A. degree from University of Notre Dame and his J.D. degree, cum laude, from Seton Hall University School of Law.

Jon D. Kelty
is a partner at A.Y. Strauss, representing clients in connection with commercial real estate matters, with a particular focus on retail, industrial, and office leasing. His experience spans both in-house legal and business positions, providing him with a well-rounded, business-minded approach to legal practice. Mr. Kelty's unique perspective enables him to effectively negotiate for clients and navigate the complexities of commercial real estate transactions, leases, and construction contracts. He offers both legal and business guidance, providing strategic insights that help clients achieve practical solutions. Recently, Mr. Kelty has assisted a national real estate investment firm with various retail leases, worked with an industrial developer to secure a lease in connection with an acquisition, and represented tenants in relocating their office headquarters. Prior to joining A.Y. Strauss, he served as a leasing executive at Simon Property Group, where he completed nearly 1,000 leases, totaling about 3MM square feet of space. Mr. Kelty has also held in-house roles at a large construction management firm and Vornado Realty Trust (now Urban Edge). He also gained valuable experience as an associate in the real estate departments of Cole Schotz and Lowenstein Sandler. Mr. Kelty earned his B.A. degree from the University of Florida and his J.D. degree from Seton Hall University School of Law.
