Speaker bio
Daniel Levin
is an attorney with Frazer & Feldman, LLP where he focuses his practice on special education law, including representation of school districts in due process hearings, CSE meetings for IEPs, 504 plans, settlements, and manifestation determination reviews. Prior to joining Frazer & Feldman, LLP, Mr. Levin worked as senior counsel and legislative director in the New York State Senate, where he negotiated, drafted and advised state legislators on budget bills, voting rights legislation, criminal law and criminal justice reform, and local government issues. He also worked as a staff attorney and team leader for the Special Education Unit of the New York City Department of Education (DOE), where he investigated, settled and litigated due process complaints under the IDEA on behalf of the school district. Mr. Levin also drafted appeals to the State Review Office on IDEA hearings, and chaired a committee focused on improving the unit's litigation practice. As team leader, he supervised attorneys in representing the district on IDEA claims for settlements and hearings. Mr. Levin earned his J.D. degree from Albany Law School and was the symposium editor of the Albany Government Law Review. He earned his B.A. degree in political science from Binghamton University. Mr. Levin is admitted to practice in New York and is a member of the Nassau County Bar Association.

Arla D. Cahill
is an attorney with Mandelbaum Barrett PC, where she is a member of the firm's litigation, education law, and special needs practice groups. In addition to her recognition in and out of the courtroom handling complex litigation cases, Ms. Cahill has a passion for helping families. She chairs the firm's education law practice and co-chairs the special needs practice. As a seasoned litigator for over 26 years, and a former school board attorney and charter school board member, Ms. Cahill has gained unique insight into the public education system. She understands the challenges facing parents in the areas of special education; harassment, intimidation & bullying (HIB); student discipline; residency disputes; and religious exemption, among other education issues. Ms. Cahill earned her B.S. degree, cum laude, from Montclair State University and her J.D. degree from the University of Pittsburgh School of Law. She serves as a president of Employment Horizons, Inc. Ms. Cahill is a member of the Council of Parent Attorneys and Advocates, Inc. (COPAA) and Autism New Jersey. She is admitted to practice in the states of New Jersey and New York; Commonwealth of Pennsylvania; U.S. District Court, District of New Jersey; U.S. Court of Appeals, Third Circuit; U.S. District Court, Southern District of New York; and the Supreme Court of the United States.

Renee Osipov
is an attorney at Udall Shumway and a member of the school law section, where she represents the firm's education law clients throughout the state. She primarily focuses her practice on all aspects of education law and guiding clients through special education issues, school-related employment matters, licensing board defense, and student discipline. Ms. Osipov had a career as an educator teaching elementary education prior to attending law school. She earned her B.S. degree from Eastern Illinois University and her J.D. degree from Saint Louis University School of Law. Ms. Osipov is a member of the State Bar of Arizona, State Bar of Texas, Maricopa County Bar Association, Thurgood Marshal Inn of Court, and board member of Lifewell. She is admitted to practice law in Arizona and Texas.

Beth A. Callahan
is a partner at Callahan & Fusco LLC. She has represented hundreds of families of children with disabilities including but not limited to: autism, dyslexia, ADD and ADHD, ED, school phobia, anxiety disorders, Marfan Syndrome, medical fragility, auditory processing disorder, in obtaining free appropriate public educations. Ms. Callahan has been special counsel on special education issues to several private state approved schools that have full time programs based on the science of applied behavior analysis. She has represented several charter schools in dealing with Special Education compliance, harassment intimidation and bullying matters and she presents her program on the issue of bullying to students of all grade levels. Ms. Callahan edited the Disability Law Primer and is published in several journals on special education and related legal topics. She earned her B.A. degree from the Catholic University of America and her J.D. degree from Seton Hall University School of Law. Ms. Callahan is a member of the New Jersey State Bar Association, Essex County Bar Association and Committee on the Rights of Persons with Disabilities, and is admitted to the federal and State Bar of New Jersey.
