Patrick J Redmond is of counsel with Beveridge & Diamond PC, where he focuses on public lands, water rights, hydropower, and environmental law. Prior to joining the firm, Mr. Redmond served as an attorney-advisor for the U.S. Department of Agriculture (USDA) Office of the General Counsel’s Natural Resources and Environment Division in Washington, DC. In this role, he advised and represented the USDA and the U.S. Forest Service (USFS) in public lands management, real property, water rights, hydropower, and program implementation matters. Mr. Redmond has extensive experience in legislative and regulatory drafting, as well as advising on land management, carbon stewardship, wetlands mitigation, and conservation initiatives. He played a key role as USDA’s lead attorney in developing a national framework for the U.S. Army Corps of Engineers' siting of wetlands mitigation projects on USFS lands. Additionally, Mr. Redmond led USDA and USFS in high-profile national litigation and negotiations. In private practice, he has served as outside counsel and water counsel for state political subdivisions involved in complex, multiagency resource management and infrastructure projects. Mr. Redmond has significant experience negotiating and litigating compliance with the Endangered Species Act (ESA) and the National Environmental Policy Act (NEPA) for major water diversion projects, including those on the Colorado River in California and Middle Rio Grande in New Mexico. He earned his B.A. degree from the University of California, Berkeley and his J.D. degree from the University of New Mexico School of Law.
