Ricardo Aponte-Parsi
is a real estate and corporate counsel with a 22+-year track record of assessing risk, managing litigation, and building compliance systems to protect organizational interests. He is a trusted business partner and problem solver, dedicated to delivering exceptional results that advance business objectives through preventive counseling, strategic risk management, and shrewd advocacy. Mr. Aponte-Parsi is a team leader and project manager who builds relationships, leads change, and communicates effectively with private and public stakeholders. He earned his bachelor's degree from Syracuse University, with a major in international relations and his J.D. degree from the Interamerican University of Puerto Rico School of Law. In May 2014, Mr. Aponte-Parsi completed his Master of Laws degree from Northwestern University School of Law and a Certificate in Business Administration from IE Business School in Madrid, Spain. In 2018, he completed a second LL.M. degree at Georgetown University Law School in securities and financial regulation. In 2022, Mr. Aponte-Parsi completed a certification in Privacy Law from Seton Hall University School of Law. He was president of the Board of the Puerto Rico Education Council, the licensing agency for the Commonwealth, and is currently the chairman of the Board of Trustees of the San Juan Community College. Since November of 2024, Mr. Aponte-Parsi has worked as an Associate General Counsel- Office of the General Counsel of the Air Force (SAF/GCN) at Lackland Air Force Base, in San Antonio, Texas. SAF/GCN provides legal and policy advice to members of the Secretariat, air staff, and space staff on virtually all matters relating to the department's 180 installations, nearly 10 million acres of real estate, base realignment, and closure; annual $7 billion installation and operational energy budgets; annual multibillion-dollar military construction program; $8.3 billion military privatized housing portfolio; programs for environmental planning, compliance, and restoration and natural and cultural resources management; and programs for safety and occupational health. The division advises the Center of Excellence for Environment, Facilities, and Installations and the Energy, Environmental, and Installations Directorates within the Air Force Civil Engineer Center.

Peter L. Ostermiller
is a sole practitioner concentrating in legal ethics and professional responsibility matters. In 1980 he obtained his license to practice law in Kentucky. His legal ethics and professional responsibility law practice began in the mid -1980s and, since the mid-1990s has been his practice concentration. He represents attorneys in disciplinary and reinstatement proceedings, judges in judicial ethics matters, and bar exam applicants. Mr. Ostermiller has also represented parties in attorney's fee dispute proceedings, and attorneys in legal proceedings in which sanctions have been sought against the attorney. He has represented parties in attorney disqualification proceedings and counseled lawyers and law firms in their respective rights, responsibilities and duties to other attorneys and their clients. He also serves as an expert witness at the state and federal level regarding legal ethics and professional responsibility matters. Mr. Ostermiller is a member of the Kentucky Bar Association, Louisville Bar Association and Association of Professional Responsibility Lawyers. Mr. Ostermiller earned his B.A. and J.D. degrees from the University of Louisville.

Patrick J. Redmond
is of counsel with Beveridge & Diamond PC, where he focuses on public lands, water rights, hydropower, and environmental law. Prior to joining the firm, Mr. Redmond served as an attorney-advisor for the U.S. Department of Agriculture (USDA) Office of the General Counsel’s Natural Resources and Environment Division in Washington, DC. In this role, he advised and represented the USDA and the U.S. Forest Service (USFS) in public lands management, real property, water rights, hydropower, and program implementation matters. Mr. Redmond has extensive experience in legislative and regulatory drafting, as well as advising on land management, carbon stewardship, wetlands mitigation, and conservation initiatives. He played a key role as USDA’s lead attorney in developing a national framework for the U.S. Army Corps of Engineers' siting of wetlands mitigation projects on USFS lands. Additionally, Mr. Redmond led USDA and USFS in high-profile national litigation and negotiations. In private practice, he has served as outside counsel and water counsel for state political subdivisions involved in complex, multiagency resource management and infrastructure projects. Mr. Redmond has significant experience negotiating and litigating compliance with the Endangered Species Act (ESA) and the National Environmental Policy Act (NEPA) for major water diversion projects, including those on the Colorado River in California and Middle Rio Grande in New Mexico. He earned his B.A. degree from the University of California, Berkeley and his J.D. degree from the University of New Mexico School of Law. Mr. Redmond is admitted to practice in New Mexico, California, Maryland and New York.

Andrea Driggs
is a partner at the firm Holland & Hart. She represents industrial, commercial, and municipal clients on environmental litigation and regulatory matters. These focus on mining, renewables, groundwater contamination, complex infrastructure siting, and remediation of contaminated sites. Ms. Driggs earned her B.S. degree from Arizona State University, her MSc degree from University of London, and her J.D. degree from UCLA School of Law. She is admitted to practice in Alaska, Arizona, California, Nevada and New Mexico.

Ben Longbottom
is an attorney at Holland & Hart, where he handles commercial and natural resource disputes for clients in the power generation, mining, natural resource, and agricultural industries. His experience also includes comprehensive environmental response, compensation, and Liability Act (CERCLA) litigation and complex infrastructure permitting due diligence. Mr. Longbottom has also worked as pro bono counsel on a civil rights case brought by an incarcerated person in Arizona. He earned his B.S. degree from Texas A&M University and his J.D. degree from Arizona State University-Sandra Day O'Connor College of Law. Mr. Longbottom is admitted to practice in Arizona, U.S. District Court of Appeals for the Ninth Circuit and U.S. District Court for the District of Arizona.

Before earning her J.D. degree from the University of Arizona, Ms. Howe obtained a B.A. degree in history and anthropology from Juniata College and a Master's degree in Global Leadership and Sustainable Development from Hawaii Pacific University. Her path to law was shaped by her experiences traveling the country with her military spouse, raising a family, and exploring new challenges—from managing financial operations to paddling outrigger canoes. Ms. Howe is admitted to practice in Arizona.
