Dana Dean
is a member of Hanson Bridgett LLP's land use practice group, as well as the real estate litigation practice group. She is co-leader of the firm's environmental litigation and compliance practice group. Ms. Dean has practiced land use, environmental, and real estate law for over two decades. She has worked throughout California on matters involving sustained, long-range advocacy efforts and detailed analyses, as well as extensive communications with governing entities, community groups, developers, and property owners. With an emphasis on commercial and industrial development, Ms. Dean represents landowners, project developers, and community groups at all stages of development permitting, with a focus on the California Environmental Quality Act (CEQA) process. She also represents clients in interactions with state agencies, such as BAAQMD, BCDC, CalRecycle, DTSC, DOGGR, and State Lands Commission, and federal agencies, such as the U.S. EPA and the U.S. Army Corps of Engineers, including with regard to CERCLA, Clean Water Act, and other environmental litigation matters. a focus on the California Environmental Quality Act (CEQA) process and litigation. Ms. Dean's in-depth land use experience includes traditional development projects as well as cutting-edge projects in the areas of alternative energy, carbon sequestration, resource recovery, and water-related land planning. In addition, she maintains a robust real estate litigation practice, representing companies and individuals in litigation involving boundary and easement disputes, purchase and sale disputes, and other traditional real estate claims. Before joining Hanson Bridgett, Ms. Dean founded and managed The Law Offices of Dana Dean from 2003-2022.

Eoin D. McCarron
is an attorney at Allen Matkins Leck Gamble Mallory & Natsis LLP. He works closely with regulators and the public sector in helping clients navigate the intricate federal, state, and local regulations that govern development projects. He enjoys getting involved from the inception of major projects and providing support from the planning stages through completion. Through his work, he has developed a deep understanding of the regulatory challenges facing developers, particularly those related to land use and zoning issues. Prior to attending law school, he spent three years working at the Science and Technology Policy Institute (STPI) in Washington, D.C., a federally-funded research and development center established by Congress to provide technical expertise and policy analysis to the White House Office of Science and Technology Policy (OSTP) and the science-conducting agencies of the federal government. While at STPI, he provided OSTP with subject matter expertise, policy analysis, and research support on the topics of space weather and civilian earth observations. This experience gave him unique insights on the federal policy development process and a greater understanding of the regulatory landscape and how it impacts his current real estate and development clients He began his legal career as an intern at the Los Angeles City Attorney's Office while in law school. He also served as an articles editor for the UCLA Law Review and conducted faculty-guided research on the history and evolution of risk-based decision and policy making at federal environmental agencies. In addition, he was a part of the UCLA Law Fellows Program, where he helped to guide undergraduate and graduate students in preparing to apply to law school.

Tony Francois
is an attorney Briscoe Iverster & Bazel LLP. He is experienced in water and real property law, land use and zoning, environmental regulation, natural resources development, agricultural law, and constitutional law. He has represented homeowners, builders, farmers and ranchers, trade associations, and water districts in administrative, civil, and criminal proceedings before state and federal administrative agencies and state and federal trial and appellate courts. He is a member of the California State Bar and the Northern, Eastern, and Central districts of California and the Districts of New Mexico and North Dakota, and has litigated cases in federal courts in California, Oregon, Washington, Idaho, Montana, Nevada, Arizona, New Mexico, Colorado, North and South Dakota, Minnesota, Massachusetts, Maryland, South Carolina, and the District of Columbia, as well as the Sixth, Eighth, Ninth, and Tenth Circuit Courts of Appeals. He has appeared before the Supreme Courts of California, Idaho, Nevada, and the United States. Prior to attending law school, he served as an infantry officer in the United States Army, and was stationed in the former West Germany during the fall of the Berlin Wall. He earned his B.S degree from University of San Francisco and his J.D degree from University of California Hastings College of the Law.

is an attorney at Berliner Cohen LLP in the land use and municipal law practice group. He represents both public- and private-sector clients. During law school, Mr. Bergthold externed for Justice Ronald Robie of the Third District Court of Appeal. He earned his B.A. degree from San Francisco State University and J.D. degree from University of the Pacific, McGeorge School of Law.

is an attorney in Hanson Bridgett's Real Estate and Environment Section. He earned his J.D. degree from University of Southern California Gould School of Law and his B.A. degree from Harvard University. During law school, Mr. Han served as editor-in-chief for the Southern California Review of Law and Social Justice. He also worked at the Mediation Clinic and Family Law Mediation Clinic, where he mediated child custody cases for the Edelman Children's courthouse. Mr. Han is admitted to practice in California.
