Benjamin L. Tate
is a land use and zoning attorney with Withey Morris Baugh, PLC. A second generation Arizona native with deep roots in the Valley, he uses his extensive knowledge of development processes in municipalities and counties across the Valley and Arizona to guide developers and property owners through every aspect of real estate development, from land use entitlements and zoning to site plan and design review. A problem-solver by nature, Mr. Tate works with his clients to effectively design and position development projects to anticipate and address potential issues, and leverages his relationships with community leaders, municipal staff, and elected officials to build the consensus that is essential for a successful project. He has been recognized by his peers for excellence in the field of land use and zoning law multiple times, including Best Lawyers Ones to Watch and Southwest Super Lawyers Rising Stars.

Ashley M. Ulbricht
is of counsel with Taft Stettinius & Hollister LLP in the firm's Indianapolis office. She focuses her municipal practice in litigation with a concentration on redevelopment, real estate, utility and telecommunications, zoning and planning, land use, construction project management, music and movie licensing, code enforcement litigation, public safety discipline, contract negotiation, and employment law. Prior to joining Taft, Ms. Ulbricht served as city attorney for the City of Carmel, Indiana and general counsel to the Carmel Redevelopment Commission. She earned her B.S. degree from Saint Mary's College, University of Notre Dame and her J.D. degree from the Valparaiso University School of Law. Ms. Ulbricht is a member of the Indiana Municipal Lawyers Association, where she has previously served as a member of the Litigation Committee and AIM Utilities Policy Committee. She is also a member of the International Municipal Lawyers Association and serves as the Indiana State Chair.

Frederic W. Knaak
is a partner in the law firm HKB Law, P.A. Recently, he has moved that practice into North Star Law Group in St. Paul, Minnesota, where he heads the municipal law group. Mr. Knaak has represented cities and other local units of government for more than 45 years. His practice includes real estate, zoning and land use, municipal law, public and election law, including substantial trial and appellate litigation experience state and federal courts. For ten years, Mr. Knaak served in the Minnesota Senate, representing a suburban district northeast of St. Paul. He was the Minority Floor Leader, and served during his entire tenure on the Data Practices Subcommittee, where he was directly involved in the drafting and amending of the Minnesota Data Practices Act and the Open Meeting Law of that state. People in Minnesota may recognize Mr. Knaak as a regular political panelist on the Public Television Almanac program. He was also lead attorney in the United States Senate election recount in Minnesota in 2008. In addition, Mr. Knaak was recently appointed to the Criminal and Juvenile Information Policy Advisory Group.

Usman Mohammad
is counsel at the New York City office of Kostelanetz LLP. His practice includes New York City and state government procurement matters, civil and criminal tax controversies including tax whistleblower matters, and commercial litigation. Mr. Mohammad has litigated cases in a variety of forums, including New York State Court, federal district courts, U.S. Tax Court and AAA and private party arbitrations. He has extensive experience with government procurement award protests, Article 78 proceedings involving procurement matters, foreign asset reporting issues, IRS responsible person and trust fund recovery penalty matters, IRS whistleblower matters, and IRS collection cases. Mr. Mohammad earned his B.A. degree from the University of North Carolina at Chapel Hill in 1995, and graduated cum laude and Order of the Coif (top 10 percent) from the University of Michigan Law School in 1998. He was the associate editor of the Michigan Law Review from 1996 to 1997, and an executive editor from 1997 to 1998. Mr. Mohammad joined Kostelanetz LLP in 2000.
