Speaker bio
Alyssa E. Golfieri
is a shareholder in the corporate and commercial, real estate, land use and zoning, and public sector groups of Babst Calland. Her practice focuses primarily on corporate and real estate transactions, land use and municipal law, with a strong emphasis on zoning, subdivision and land development for both private and public sector clients. Ms. Golfieri earned her B.S. degree in crime, law, and justice, with an emphasis in legal studies from The Pennsylvania State University and her J.D. degree, cum laude, from Duquesne University School of Law. During law school, she actively participated in the Urban Development Clinic, where she earned a Distinction in Clinical Work and gained experience in preparing property tax assessment appeals, drafting deeds, resolving tangled property title issues and combatting blighted and abandoned properties in the surrounding community. Ms. Golfieri is admitted to practice law in Pennsylvania, as well as before the United States District Court for the Western District of Pennsylvania. She is a member of the Allegheny County Bar Association and participates in the Association’s Municipal and School Solicitors Section. Ms. Golfieri is also a member of the Pennsylvania and American bar associations. In 2022, she was selected by The Legal Intelligencer as one of only 28 “Lawyers on the Fast Track” in Pennsylvania. This recognition is given to attorneys under the age of 40 who have demonstrated excellence in four categories: development of the law, advocacy and community contributions, service to the bar, and peer/public recognition. In addition, Ms. Golfieri has received a Best Lawyers®: Ones to Watch recognition from BL Rankings, for land use and zoning law since 2021 and for municipal law since 2022. She was also selected to the 2022 Pennsylvania Rising Stars list (Thomson Reuters).

Alexandra G. Farone
is an associate in the employment and labor, litigation, and emerging technologies groups of Babst Calland. She has a broad range of experience representing corporate, technology, municipal, and energy clients in all facets of employment law, public and private labor, and complex commercial litigation. Ms. Farone is a member of the Allegheny County, Pennsylvania, and West Virginia Bar associations. She has served multiple terms on Council of the Young Lawyer's Division (YLD) of the Allegheny County Bar Association, and currently co-chairs the Communications Committee of the YLD and serves as the editor in chief of the Point of Law Newsletter, which won an American Bar Association Award of Achievement under her leadership. At Babst Calland, Ms. Farone is a member of the Women's Initiative Committee and regularly serves as a mentor in the summer associate program. She earned her B.A. degree, summa cum laude, from Baldwin Wallace University and her J.D. degree from the University of Pittsburgh School of Law, where she graduated magna cum laude and a member of the Order of the Coif. Ms. Farone is licensed to practice in Pennsylvania, West Virginia and before the U.S. District courts for the Eastern and Western districts of Pennsylvania, Northern and Southern districts of West Virginia, and U.S. Court of Appeals for the Third Circuit.

Richard J. Joyce
is an attorney of counsel with Nalli, Elias & Associates, P.C. His practice areas are contract law, contract drafting, review and negotiation; small business law, business formation and organizational documents; business governance and administration; as well as dissolution and conflict management; and public governance, public ethics, government contracts, and infrastructure management and regulation. Mr. Joyce served as adjunct faculty at the University of Pittsburgh, teaching legal issues in public service. He is a member of the Beaver County and Pennsylvania bar associations. Mr. Joyce earned his B.S. degree from Indiana University of Pennsylvania, his J.D. degree from the Duquesne University School of Law and his MPPM degree from the University of Pittsburgh - Graduate School of Public and International Affairs (GSPIA).

Rachel I. Insalaco
is an attorney with the law firm of Marshall Dennehey in Philadelphia. She is a member of the firm's professional liability department, where she focuses her practice in the areas of employment law and education. Ms. Insalaco is admitted to practice in Pennsylvania and New York. She earned her B.M. degree from New York University and her J.D. degree from Villanova University Charles Widger School of Law.

Harlan S. Stone
is of counsel in Babst Calland's public sector and energy and natural resources groups. He provides a wide range of services to municipal governments, authorities, and private developers, with an emphasis on municipal permitting, planning, land use, and zoning. A seasoned trial lawyer, Mr. Stone has many years of experience as a litigator in the areas of municipal law, employment law, eminent domain, and tax assessment appeals. He has represented public sector clients in eminent domain matters for municipal sewer, public park, and walking trail projects. Mr. Stone has also represented commercial business owners in connection with PennDOT condemnation proceedings and residential property owners in connection with natural gas pipeline condemnations. He has appeared regularly before the Allegheny County Board of Viewers, the City of Pittsburgh Zoning Board of Adjustment, the City of Pittsburgh Planning Commission, and a variety of local government bodies. Mr. Stone has served as solicitor for two water and sewer authorities for over forty years and currently serves as solicitor for numerous municipalities, authorities, and zoning hearing boards in Allegheny and Westmoreland counties. He earned his B.A. degree, with honors, from Brown University in 1976. Mr. Stone earned his J.D. degree from the University of Pittsburgh School of Law in 1979, where he was a member of the University of Pittsburgh Law Review. He was listed in the 2026 edition of The Best Lawyers in America® for municipal law.

How many Utah CLE credits can I carry over?
Effective July 1, 2026, Utah attorneys can carry over up to 6 hours of excess Verified CLE credits from their current compliance period to their immediate next compliance period. Ethics or professionalism credits may not be carried forward.
In addition, attorneys licensed in another MCLE state whose principal office for the practice of law is not in Utah, may fulfill that state's mandatory CLE requirement, as well as completing 1 hour each of Utah-approved ethics and professionalism credits, for their compliance in Utah.
