Marshall A. Hevron
is a partner in the law firm of Adams and Reese LLP, where he is an associate in the litigation practice group in the firm's New Orleans office. He has represented utility companies in numerous expropriations cases and individual landowners in property disputes; experienced working on commercial business disputes; advised clients on a number of government contracting issues; and assisted clients in complying with the Louisiana Public Bid Law and the Louisiana Ethics Code. Mr. Hevron earned his B A. degree from St. John's College, and his J.D. degree from Tulane University School of Law, where he also earned a Certificate in Civil Law Studies.

Thomas M. Mitchell
is a partner of the law firm of Carothers & Mitchell, LLC, located in Buford. He serves as city attorney for Demorest and Hiawassee, while his firm represents several other cities. Mr. Mitchell represents various counties in the areas of civil rights, land use, eminent domain and nuisance. His litigation practice includes representation of numerous cities, as well as several small businesses and individuals. Mr. Mitchell also represents clients with regard to real estate, zoning and permitting, access and boundary disputes, construction, and foreclosure. He has spoken many times in the past on zoning and other land use issues. Mr. Mitchell earned his undergraduate degree, with distinction, from the University of Virginia and his J.D. degree, magna cum laude, from the University of Georgia Law School.

Ashley M. Ulbricht
focuses her practice on representing clients in all aspects of municipal law. She has substantial background in handling land use and zoning, real estate, and general civil litigation matters, and advises her clients concerning public-private partnerships, development, municipal utility and telecommunications, construction project management and bid processes, code enforcement litigation, public safety discipline and investigations, §1983 litigation and public safety risk management, police and fire union contract negotiation, public law contract negotiation, and municipal employment law. Prior to joining Taft, Ms. Ulbricht served as city attorney for the City of Carmel, Indiana and general counsel to the Carmel Redevelopment Commission. She earned her B.S. degree from Saint Mary's College, University of Notre Dame and her J.D. degree from the Valparaiso University School of Law. Ms. Ulbricht is a member of the Indiana Municipal Lawyers Association, where she has previously served as a member of the Litigation Committee and AIM Utilities Policy Committee. She is also a member of the International Municipal Lawyers Association and serves as the Indiana state chair.

Andrew T. Fede
is of counsel with Archer & Greiner, P.C. He has more than 40 years of legal experience in practice areas including appellate litigation, commercial and governmental civil litigation, local government law, zoning and planning, employment law, estate planning and probate law, real estate law, real estate tax appeals, and constitutional law. He has served as the attorney for the Boroughs of Bogota, Maywood, and Norwood and as the attorney for the Township of Mahwah. Mr. Fede has been the planning board attorney, zoning board attorney, library board attorney, and special counsel in six other New Jersey municipalities. He has served as a certified mediator in the New Jersey Superior Court mediation program for civil, general equity, and probate cases; served as an arbitrator in the Bergen County Superior Court contract/commercial arbitration program; and has been appointed by several Superior Court judges to serve in cases as mediator, arbitrator, special master, and condemnation commissioner. Mr. Fede is an adjunct professor in the Department of Political Science and Law at Montclair State University and is the author of four books and many articles on legal topics. He is admitted to practice by the New Jersey Supreme Court, the United States Court for the District of New Jersey, the Court of Appeals for the Third Circuit, and the United States Supreme Court. He has argued many times before the New Jersey Superior Court, Appellate Division, and five times before the New Jersey Supreme Court. Mr. Fede earned his B.A. degree from Montclair State and his J.D. degree from Rutgers University School of Law.

Alan P. Fox
is an attorney with Capehart & Scatchard, P.A. He is chair of Capehart Scatchard's alternative energy group, representing clients in various sectors, including shopping centers, public and private schools, retail, office buildings, warehouses, farming, and residential properties. Mr. Fox has experience handling transactions related to photovoltaic solar powered electricity production systems including PPA, obtaining permits and approvals for utility scale projects in southern New Jersey, and solar systems for owners of industrial and commercial properties. Additionally, he serves as co-chair of the firm's real estate and land use group, and is a shareholder in its commercial litigation, and business and tax groups. Mr. Fox's 35+ years of experience in these areas includes presenting land use applications before planning/zoning boards, litigating zoning matters at the trial and appellate levels, serving as solicitor to the Riverside Township Planning and Zoning boards for eight years, protecting creditors' rights, and performing as outside general counsel for various private companies with local, regional and national needs. He earned his B.A. degree from Rutgers College and his J.D. degree from California Western School of Law. Mr. Fox is admitted to practice law in New Jersey and Pennsylvania, as well as before the U.S. District Courts for the districts of New Jersey, and Western and Eastern Pennsylvania.
