Christopher W. Pirnke
is a shareholder with the law firm of Inslee, Best, Doezie & Ryder, PS in Bellevue, Washington. His practice involves working with the firm's multiple practice groups, with a focus on construction, municipal, and real estate areas. Mr. Pirnke previously served in various roles with the East King County Bar Association, including as president of the board. He earned his B.A. and J.D. degrees from Gonzaga University. Mr. Pirnke is a member of the American Bar Association, Defense Research Institute, East King County Bar Association, and Washington State Bar Association.

Jeff H. Capell
is the hearing examiner for the City of Tacoma. Previously, he was a deputy city attorney with the City of Tacoma and a senior assistant city attorney with the city of Bellingham, Washington. Prior to his Washington municipal work, Mr. Capell was an in-house counsel with Albertson's, Inc., Kia Motors, Corp., and SK Corp. He earned his B.A. and M.A. degrees from Brigham Young University and his J.D. degree, with honors, from Seattle University School of Law. Mr. Capell has extensive experience in the areas of land use, real estate, contract, construction, and general municipal law. He is admitted to practice in, and is a member of the Washington State Bar Association and Idaho State Bar.

Thomas F. Ahearne
is a principal at the Seattle law firm of Foster Garvey PC. He also is a founding member of the insurance coverage practice group, which represents the policyholder/claimant side in coverage disputes and resulting litigation against insurance companies in federal and state courts. A significant portion of Mr. Ahearne's insurance coverage practice revolves around duty to defend, indemnification, investigation, and good faith issues relating to construction disputes, condominium litigation, directors' and officers' claims, and municipal liability suits, as well as property damage losses and related business interruption/lost profits claims. He has lectured extensively on insurance coverage issues for various trade groups, associations, and other legal and insurance industry professionals. Mr. Ahearne is a member of the King County (Litigation Section), Washington State (Litigation Section), Federal (Litigation Section) and American (Tort and Insurance Section and Insurance Litigation Committee) bar associations; as well as the Washington Defense Trial Lawyers (WDTL). He earned his B.A. degree, magna cum laude, from the University of Notre Dame; and his J.D. degree, with honors, from the University of Chicago.

Sarah Mack
is a partner in the Pacifica Law Group LLP in Seattle, Washington. She is an experienced school districts general counsel and litigator in state and federal courts. With a background in providing general counsel to school districts and municipal litigation defense in state and federal courts, Ms. Mack brings a unique wealth of experience to her practice. She is also a former principal at another Seattle law firm. There, Ms. Mack represented both public entities and private clients, with an emphasis on representing school districts and other municipal entities, including fire districts, cities, and counties. She litigated and advised on a variety of legal issues, including personal injury, sexual abuse, wrongful death, catastrophic injuries, civil rights, discrimination, and employment law. Ms. Mack earned her B.S. degree from Boston College University and her J.D. degree from Brooklyn Law School. She is admitted to practice in Washington and Oregon.

Parker A. Howell
is an attorney with the law firm of Porter Foster Rorick LLP in Seattle, Washington. He advises and represents public schools and school-related nonprofit organizations on a wide range of school and municipal law issues, with particular emphasis on employment law, labor relations, and schools administration and contracting. Mr. Howell appears regularly before the Washington Public Employment Relations Commission on unfair labor practice and unit clarification cases, and before labor arbitrators regarding issues of contract interpretation. He also advises clients on public works, construction, and real property transactions. Mr. Howell earned his B.S. degree from the University of Oregon and his J.D. degree from the University of Washington School of Law.
