Alex Hayes
is a land use and zoning attorney at Withey Morris Baugh. With over a decade of political and government relations experience, he has a nuanced understanding of how to navigate complex regulatory environments and achieve desired results. Mr. Hayes earned his B.A. degree from the University of Southern California and his J.D. degree from James E. Rogers College of Law, University of Arizona. He is admitted to practice law in Arizona and Colorado.

Benjamin L. Tate
is a land use and zoning attorney with Withey Morris Baugh, PLC. A second generation Arizona native with deep roots in the Valley, he uses his extensive knowledge of development processes in municipalities and counties across the Valley and Arizona to guide developers and property owners through every aspect of real estate development, from land use entitlements and zoning to site plan and design review. A problem-solver by nature, Mr. Tate works with his clients to effectively design and position development projects to anticipate and address potential issues, and leverages his relationships with community leaders, municipal staff, and elected officials to build the consensus that is essential for a successful project. He has been recognized by his peers for excellence in the field of land use and zoning law multiple times, including Best Lawyers Ones to Watch and Southwest Super Lawyers Rising Stars.

Kenneth Florey
is a partner with Robbins Schwartz. He concentrates his practice representing public and private clients, including municipalities, school districts, community colleges, private owners, contractors, and design professionals regarding land use, municipal law construction, tax, finance, and litigation. Mr. Florey is an Arbitrator and Mediator on the American Arbitration Association panels. Mr. Florey was the former chair of the DuPage County Bar Association's Local Government Committee for 2001-2002 and 2010-2011. He served as a trustee for the village of Lombard for eight years. Mr. Florey earned his B.A. degree from the University of Illinois at Urbana-Champaign and his J.D. degree form DePaul University College of Law, where he was managing editor of the DePaul Journal of Art and Entertainment Law.

Cassandra Ayres
is an attorney at Berry Riddell LLC. Her practice focuses on zoning, land use and entitlements, real estate litigation and development, and eminent domain and condemnation issues, including constitutional issues and complex commercial litigation. Ms. Ayres has been involved in numerous cases concerning many of the most high-profile issues in one of the most dynamic real estate markets in the country. She earned her B.A. degree from Arizona State University and her J.D. degree from Sandra Day O'Connor College of Law at Arizona State University. Ms. Ayres is admitted to practice law in Arizona.

Patrick R. Miner
is an attorney at Robbins Schwartz. He practices in the area of local government law with a focus on municipalities and park districts. He represents his clients in day-to-day legal issues, litigation, and as a municipal prosecutor. Prior to joining Robbins Schwartz, Mr. Miner worked as an Assistant State's Attorney in DuPage County. In that role, he was responsible for supervising the prosecution of hundreds of pending misdemeanor and felony cases, including trying numerous cases to verdict at both bench and jury trials. He received his B.A. from Indiana University and his J.D. from IIT Chicago Kent College of Law. Mr. Miner is a member of the DuPage County Bar Association, Illinois State Bar Association, Illinois Local Government Lawyers Association, and Illinois Association of Park Districts. He is admitted to practice law before the Supreme Court of Illinois.

Daniel C. Shapiro
has extensive experience in the areas of land use, zoning, governmental relations, municipal law, and civil litigation. After practicing at "big law" for most of his career, Mr. Shapiro established his own law firm in 2015, which stresses accountability, efficiency and integrity. He has represented a wide variety of clients including developers, businesses, landowners as well as governmental entities and closely advises his clients on complex matters including securing zoning entitlements before plan commissions, zoning boards, village, towns and critics. In litigation matters, Mr. Shapiro has also represented his clients at all judicial levels in state and federal court. Mr. Shapiro has been a frequent lecturer on issues such as of land use, public/private partnerships, zoning, affordable housing, transit orient developments, cannabis regulations, and local government relations. He is also the Mayor of the Village of Deerfield and was previously a Village Trustee from 2015 through 2021. Mr. Shapiro was previously the President of the Northwest Municipal Conference, which represents over 1.2 million citizens residing in 42 Illinois municipalities.
