Speaker bio
Joshua A. Zielinski
is a partner with O'Toole Scrivo A Limited Liability Company, he has a wide range of trial and appellate experience, having successfully tried jury and non-jury trials to verdict or judgment. Mr. Zielinski's practice includes the litigation of complex commercial disputes in federal and state courts throughout the United States involving limited liability companies, partnership disputes, corporate governance, dissolution of partnerships and limited liability companies, breach of fiduciary duties, the priority of security interests, and breach of contract. He has experience litigating varied real-estate related claims, including mortgage-backed securities, mortgage put-back claims, the priority of mortgages, redevelopment projects, and the dissolution of businesses owning real estate. Mr. Zielinski also possesses extensive experience representing public entities and clients before public entities. Mr. Zielinski has also served as special counsel for the Township of West Caldwell, Hillside Township, Rockaway Township, and the Mayor of Trenton. He has also served as a court-appointed Receiver. Mr. Zielinski regularly appears before planning boards, zoning boards, and other governmental entities on behalf of his clients. He has successfully guided clients through New Jersey's byzantine approval process and is well-versed in New Jersey's redevelopment law and the redevelopment process. Mr. Zielinski is a contributing author to the New Jersey Local Government Deskbook. He earned his B.A. degree, cum laude, from Alfred University; and his J.D. degree, cum laude, from Syracuse University College of Law. Mr. Zielinski is a member of the American Bar Association and the Essex County Bar Association. He is admitted to practice in New Jersey and New York; and before the U.S. District Court, District of New Jersey; U.S. District Court, Southern District of New York; and the U.S. Court of Appeals, Third Circuit.

Harold C. Moeller
has worked in public sector procurement and contract management for the past 25 years. He recently retired from his role as program administrator (procurement) with Rutgers University Health Care, where he managed a series of 50 ancillary services contracts valued at $170 million annually in support of the university's agreements to provide medical, mental health and dental services to inmates and residents of the state's correctional facilities. Mr. Moeller's continuing private practice of law at Law Office of Harold Moeller includes gaining access to electronic medical records to review petitions for guardianships. He received his M.P.A. degree from California State University at Long Beach and his J.D. degree from City University of New York School of Law. Mr. Moeller is admitted to practice law in New Jersey and New York, and holds certification as a certified professional contract manager (lifetime) from the National Contract Management Association. He has taught procurement and contract management courses as an adjunct faculty member in the M.P.A. programs at Troy University, Old Dominion University and Rutgers-Newark.

Andrew T. Fede
is a partner with Archer & Greiner, P.C., where he has more than 36 years of legal experience in practice areas including appellate litigation, commercial and governmental civil litigation, local government law, zoning and planning, labor and employment, employment and other forms of discrimination, probate law, real estate law, real estate tax appeals, and constitutional law. He has served as the attorney for the Boroughs of Bogota, Maywood, and Norwood; and as the attorney for the Township of Mahwah. Mr. Fede has been the planning board attorney, zoning board attorney, library board attorney, and special counsel in six other New Jersey municipalities. He is a certified mediator in the New Jersey Superior Court Mediation Program for civil, general equity, and probate cases; served as an arbitrator in the Bergen County Superior Court Contract/Commercial Arbitration Program; and has been appointed by several superior court judges to serve in cases as mediator, arbitrator, special master, and condemnation commissioner. Mr. Fede is an adjunct professor in the Department of Political Science and Law at Montclair State University and is the author of three books and many articles on legal topics. He is admitted to practice in New Jersey and before the New Jersey Supreme Court where he has argued five times. Mr. Fede earned his B.A. degree from Montclair State and his J.D. degree from Rutgers University School of Law.
