Steven A. Torres
is a partner in the law firm of West Group Law PLLC. Since 1994, his areas of practice include municipal infrastructure, energy and environmental law, federal/state/local environmental and land use permitting, construction law, litigation, labor negotiation and litigation, arbitration/mediation, municipal governance, and legislation. Mr. Torres is nationally recognized in his practice area, and a frequent lecturer, guest speaker and teacher/mentor to other practitioners. He represents government and private industry in complex water, wastewater, utility, energy, solid waste, emerging technology, and public construction transactions and litigation. Mr. Torres earned his B.S. degree in computer science from Daniel Webster College and his J.D. degree, cum laude, at Suffolk University Law School.

Edward W. Purcell
is a Partner at Price, Meese, Shulman & D'Arminio, PC. He concentrates his practice in the areas of land use, planning and telecommunications law and is knowledgeable in all areas of local zoning law, and state development regulations including applications under the Highlands and Pinelands Preservation laws. Mr. Purcell is experienced in guiding projects through the redevelopment process and is an experienced affordable housing attorney. He is also knowledgeable with respect to New Jersey's Right-to-Farm law. Mr. Purcell has lectured and written widely on areas related to telecommunications, public rights-of-way, land use and municipal law. He serves as a trustee of the New Jersey Institute of Local Government Attorneys and as an editor of the New Jersey Local Government Law Review. Mr. Purcell is also an editor of the Land Use Citator, a yearly compilation of land use decisions published by the New Jersey Institute for Continuing Legal Education. Mr. Purcell also formerly served as a director of the New Jersey State Bar Association Land Use Law Section. He is treasurer of the Somerset County Bar Association, serves as co-chair of the SCBA's Land Use Section and coordinates its annual land use symposium.

is an attorney in the Shepherdsville law firm of Pike Legal Group, where he practices in the areas of zoning, planning, land use, annexation, real estate, environmental law, administrative law, business and corporate law, land development, and wireless telecommunications. He is a past speaker on real estate related issues for various professional associations. Mr. Brown is admitted to practice in Kentucky, Tennessee, West Virginia and Indiana. He earned his B.S. degree from Murray State University, his M.B.A. degree from Indiana University at Bloomington and his J.D. degree from the University of Kentucky.

is principal of Miles & Stockbridge in Rockville, Maryland. She practices in the areas of land use, zoning, municipal law, real estate and appellate litigation. Ms. Cirner's clients are residential and commercial property owners, developers and builders, whom she represents through the various development processes including subdivision, site plan, rezoning, master planning, conditional use, variance, annexation, permitting and historic preservation. She assists various clients in public and private sectors with real estate transactions, including drafting, reviewing and negotiating things like easements, licenses, covenants and more. Ms. Cirner also performs development feasibility studies and counsels clients in boundary, quiet title and easement disputes. She was selected for inclusion in Best Lawyers in America® in the areas of land use and zoning, and real estate litigation (2022-2024), and real estate law (2023-2024). She earned her J.D. degree from University of Baltimore School of Law.

Victoria Britton
is of counsel at Price, Meese, Shulman & D'Arminio, P.C. She concentrates her practice in the areas of community association law, land use law, local government law, real estate and property law, and trial and appellate litigation. Ms. Britton represents clients in the acquisition, sale and development of commercial, industrial and residential real estate. She has represented municipal governments and land use boards across New Jersey. Ms. Britton presents applications for land use approvals for developers and applicants before local land use boards, as well as defends such applications in the courts. She is also experienced in representing municipal clients and developers regarding affordable housing matters. Ms. Britton counsels condominium and homeowners' associations on community association law matters for both residential and nonresidential properties.. She regularly lectures on areas related to land use and local government law. Ms. Britton serves as a director of the New Jersey State Bar Association Land Use Law Section and a panelist for the New Jersey Institute of Continuing Legal Education. She is also an instructor and lecturer for New Jersey Planning Officials with seminars focused on New Jersey's Municipal Land Use Law. Ms. Britton is a trustee of the Burlington County Bar Association, serving as a co-chair of the Diversity, Inclusion and Leadership Committee. She earner her B.A. degree from Cornell University and her J.D. degree from University of Connecticut School of Law.
