Casey L. Cirner
is principal of Miles & Stockbridge in Rockville, Maryland. She practices in the areas of land use, zoning, municipal law, real estate and appellate litigation. Ms. Cirner's clients are residential and commercial property owners, developers and builders, whom she represents through the various development processes including subdivision, site plan, rezoning, master planning, conditional use, variance, annexation, permitting and historic preservation. She assists various clients in public and private sectors with real estate transactions, including drafting, reviewing and negotiating things like easements, licenses, covenants and more. Ms. Cirner also performs development feasibility studies and counsels clients in boundary, quiet title and easement disputes. She was selected for inclusion in Best Lawyers in America® in the areas of land use and zoning and real estate litigation (2022-2024) and real estate law (2023-2024). She earned her J.D. degree from University of Baltimore School of Law.

Jared Eigerman
is of counsel at Reuben, Junius & Rose, LLP. He is a land use specialist, with graduate degrees in law and city planning, and over 20 years of practical experience. Before joining Reuben, Junius & Rose LLP, Mr. Eigerman served as a deputy city attorney (Land Use Team) for the City & County of San Francisco. Admitted in both California and Massachusetts, most of his projects are in Boston, where he is based. Mr. Eigerman represents residential, commercial, and institutional real estate developers to secure all necessary government approvals at the federal, state and local levels. His expertise includes conducting zoning and permitting due diligence, devising and implementing permitting strategies, community outreach, presenting to legislative and administrative bodies, and writing zoning and permitting opinions for financing. His project experience in California includes: CEQA litigation; eminent domain and inverse condemnation actions; small- and large-scale urban infill development, ranging from rehabilitation of historic structures to development of the 1,900-unit Trinity Plaza project in San Francisco's Mid-Market neighborhood; mixed-use proposals on tidelands subject to the public trust; and the LEED-ND Station Park Green project in the City of San Mateo.

Bryan Huntington
is an attorney with Larkin Hoffman Daly & Lindgren, Ltd. Mr. Huntington represents clients in the enforcement of their property rights. More specifically, he assists landowners and contractors in litigation and negotiation adversarial to governmental subdivisions and government agencies, including matters involving eminent domain, inverse condemnation, zoning and land use, administrative law, and payment and contract disputes. He has contributed to Bench & Bar, the official publication of the Minnesota State Bar Association, on a variety of real estate issues. Mr. Huntington earned his B.A. degree, magna cum laude, from St. John’s University in Collegeville, Minnesota and his J.D. degree, summa cum laude, from Mitchell Hamline School of Law, formerly Hamline University School of Law.

Michael G. Zapson
is a partner at Certilman Balin Adler & Hyman LLP. He concentrates his practice in trusts and estates, and trust and estate litigation. Mr. Zapson also maintains a real estate zoning and land use practice. He represents executors, trustees, real property owners, national companies, REITs lenders and brokers. Mr. Zapson is a member of the Bar Association of the City of New York, the Nassau County Bar Association and the Long Beach Lawyers Association. He earned his B.A. degree from Cornell University and J.D. degree from the State University of New York at Buffalo.

Andrew L. Crabtree
is the principal of the Law Offices of Andrew L. Crabtree, P.C., where his firm focuses on transactional and litigated real estate, landlord-tenant, construction and general commercial business matters. Mr. Crabtree has a broad background in residential condominium development and sales in commercial leasing, and represents commercial owners, developers, purchasers and tenants, including a national franchise chain, in commercial leasing and landlord and tenant matters. He represents businesses and individuals in federal and state trial courts, as well as in arbitrations and before administrative tribunals involving commercial disputes, constitutional claims, partnership and shareholder disputes, breach of contract claims, business torts, unfair competition, employment claims, trade secrets, and intellectual property cases. Mr. Crabtree also represents contractors, owners, developers, design professionals, municipalities and state agencies relating to public and private construction and development projects, mechanics' liens, commercial lease disputes and landlord-tenant matters. He is a member of the American Bar Association, New York State Bar Association and Suffolk County Bar Association. Mr. Crabtree earned his B.A. degree, magna cum laude, from the State University of New York at Albany and his J.D. degree from Fordham University Law School.

S. Wayne Rosenbaum
is a partner of the Environmental Law Group LLP, practicing in the areas of environment, land use and natural resources, with an emphasis on water quality and land use laws affecting infrastructure and renewable energy projects. Mr. Rosenbaum develops compliance strategies for clients regulated under the storm water provisions of the Clean Water Act, the Endangered Species Act, the California Environmental Quality Act and other state and federal resources statutes. Relying on his broad experience with environmental permits and environmental management systems, he has helps clients develop and implement solutions to environmental regulations that are both legally defensible and economically sustainable. Mr. Rosenbaum also assists his clients in defending their regulatory compliance programs against challenges by regulatory agencies and environmental groups. Prior to joining Environmental Law Group LLP (formerly known as Opper & Varco LLP), he was a partner at Stoel Rives LLP. Prior to that, he was with Foley & Lardner LLP. Before entering private practice, Mr. Rosenbaum served with the Department of the Navy, Office of General Counsel, where he concentrated on the transfers of contaminated properties under the Base Realignment and Closing Act, environmental audits, waste minimization plans, regulation of storm water discharges at federal facilities and interagency funding of environmental projects. Mr. Rosenbaum earned his A.B. degree from Rutgers University and his J.D. degree from California Western School of Law.
