Anthony J. Adams, Jr.
, a founding partner of the firm, has been in private practice since completing a clerkship for New York State Supreme Court Justice David O. Boehm in 1983. Since then his practice has focused on commercial litigation and all aspects of construction law, including public contracts, private contract negotiation, claims, labor relations, risk management and other general business matters. He has been selected to "Super Lawyers" and is recognized by Best Lawyers of America® for construction law plus commercial, construction, and trusts and estates litigation. He has been named "Lawyer of the Year" by Best Lawyers of America® nine times in either construction law or construction litigation. Mr. Adams also has significant experience handling other civil disputes, including land use litigation, partnership and corporate disputes and property tax protests. In recent years he has litigated several cases for and against estate and trust fiduciaries, including banks charged with failing to adequately diversify trust assets in their care. Mr. Adams practices in state and federal courts (both trial and appellate) in New York and elsewhere. He has successfully argued three cases in the New York State Court of Appeals (New York's highest court), that have limited the reach of the State Prevailing Wage law, established limits on the public use of project labor agreements, and confirmed the liability of financiers that participate in diverting statutory trust funds. Mr. Adams has been recognized by his peers through selection to Super Lawyers for construction law and inclusion in Best Lawyers. He also practices before various arbitral forums and before government agencies, including the New York State Department of Labor and the National Labor Relations Board. He has lectured on construction law, real property taxation and fiduciary litigation.

Richard T. Bell, Jr.
, is a founding partner of the firm. He is an experienced civil litigator in both state and federal Courts in New York, with an emphasis on commercial litigation, construction law and real property taxation. Mr. Bell has practiced construction law since his admission to the Bar, representing public owners, contractors, subcontractors, vendors and design professionals in all aspects of construction. His practice also includes counseling clients on corporate matters including business formation, drafting and negotiation of shareholder/operating agreements, succession plans and business litigation involving non-compete/non-disclosure agreements, contract disputes, corporate dissolution and business valuation. For more than two decades, Mr. Bell has represented towns, villages and school districts in tax certiorari matters. He also has extensive experience representing municipalities and public authorities on a variety of legal matters, including Article 78 actions, public procurement, regulatory compliance, open meeting requirements and matters involving the Freedom of Information Act. In addition, Mr. Bell is a seasoned appellate practitioner, having successfully argued numerous appeals before the State Appellate Divisions and having participated in matters before the State court of Appeals. He has been recognized by his peers through selection to Super Lawyers for construction law and inclusion in Best Lawyers.

Daniel P. Adams
a founding partner of Adams Leclair LLP, has been engaged in construction law, contracts and commercial litigation since earning his J.D. degree from Albany Law School (where he graduated cum laude) in 1996. He has been selected to "Super Lawyers" for his experience in construction law and is recognized by The Best Lawyers in America® for construction law and litigation, plus commercial litigation. Mr. Adams appears regularly in state and federal courts throughout New York, as well as before arbitrators and mediators. Before attending law school, he made his living in construction, beginning as a laborer and working his way up to estimator and then project manager, most recently for two prominent mechanical contractors centered in the Hudson Valley. After law school, Mr. Adams became a principal in the Poughkeepsie law firm, Lewis & Greer, where he focused his practice in construction and surety law and commercial litigation. He has been recognized by his peers through selection to Super Lawyers for construction law and inclusion in Best Lawyers. In 2011, Mr. Adams relocated his family to Rochester to join Adams Bell Adams where his construction experience gave him a unique advantage in his construction law and litigation practice. He is a member of the New York State Bar Association, Monroe County Bar Association, Associated General Contractors of New York, and a charter fellow of the Construction Lawyers Society of America. Mr. Adams also lectures regularly on various construction law topics.

Theodore M. Baum
is partner at Adams Leclair LLP, where he concentrates his practice in commercial litigation, construction law, surety law, and alternative dispute resolution. He represents private and public owners, design professionals, contractors, subcontractors, suppliers, and sureties in a wide range of disputes, including commercial contract matters, property damage claims, personal injury cases, and class action litigation. Mr. Baum has successfully prosecuted appeals in both New York State courts and in the federal courts, including the Second and Third Circuit Courts of Appeal, and has argued before the New York State Court of Appeals. He has also tried numerous cases to verdict in both state and federal courts, and he regularly serves as an arbitrator on the American Arbitration Association's Panel of Construction Industry Arbitrators and its Consumer Arbitration Panel. Mr. Baum has been recognized by his peers through selection to Super Lawyers for construction law and inclusion in Best Lawyers. He is admitted to practice in New York, Pennsylvania, District of Columbia, Massachusetts, multiple federal district courts, U.S. Courts of Appeals for the Second and Third circuits, and the U.S. Court of Federal Claims. Mr. Baum earned his J.D. degree from Albany Law School of Union University and his B.A. degree from the University of Rochester.
