Patricia D. Smith
is a city attorney in the City of Palm Bay, Florida. Her practice areas include city, county and local government law; civil litigation; civil rights; state and federal government and administrative practice; and zoning, planning and land use. Ms. Smith earned her B.S. degree from Florida State University and her J.D. degree from Nova Southeastern University Shepard Broad College of Law. She is board-certified in city, county and local government law, and state and federal government and administrative practice through The Florida Bar. Ms. Smith is admitted to practice in Florida, United States Court of Appeals for the Eleventh Circuit, United States Supreme Court, and United States District Court for the Middle, Northern and Southern districts of Florida.

Rachel A. Streitfeld
is a zoning expert with nearly two decades of experience in law and public policy. From the Florida Keys to Port St. Lucie, she has extensive knowledge of local ordinances, county requirements, and statewide regulatory frameworks. Ms. Streitfeld relishes guiding her clients through the land development process, navigating rich political contexts and sensitive development environments. She earned her J.D. degree from the University of Miami School of Law, and has been practicing land use and zoning ever since. Ms. Streitfeld ran a solo boutique zoning practice at Bright Side Legal for five years, where she obtained unanimous approvals for land development entitlements, as well as facilitated dramatic reductions in fines and painless lien releases for property owners. She excels in a public hearing setting, whether before a city commission, planning and zoning board, historic preservation board or board of adjustment. Her jurisdictions of practice include, but are not limited to the cities of Miami, Miami Beach, Aventura, North Miami Beach, Hollywood, Hallandale Beach, Port St.Lucie, Village of Biscayne Park, Town of Surfside, Palm Beach County, and Miami-Dade County. Past clients include prestigious private schools, luxury malls, religious institutions, short-term rental operators, single-family homeowners, industrial and warehouse facilities, small businesses, developers, and local governments such as the City of South Miami and the Town of Palm Beach. A native Floridian nostalgic about the environment, Ms. Streitfeld is an authority on sea level rise adaptation and preparation of the built environment for changing future conditions. An expert on stormwater, seawalls, sustainability codes, and flood protection, she is passionate about resilient development. After earning her B.A. degree in middle eastern studies and political science at The George Washington University, she spent five years as a Congressional staffer in the office of U.S. Representative Debbie Wasserman Schultz, and as a lobbyist in the foreign policy space before coming home to south Florida in 2012. Today, she serves the public as an elected official in North Bay Village and on Miami-Dade County’s Watershed Management Advisory Board.

Meredith Bush
is a board-certified specialist city, county and local government attorney in the environmental and land use practice area of Clark Partington's Commercial Litigation Department. Her practice primarily focuses on local, state and federal land use law, planning and litigation; community association planning; government administration; and associated environmental permitting. Ms. Bush is prepared to help clients with all aspects of land use law and government regulation, including zoning, comprehensive plans, subdivisions, development agreements, community redevelopment, government licensing, permitting and related environmental issues. She has extensive litigation and legal experience in both public and private sectors of business and government. In the public sector, Ms. Bush served as attorney for the Escambia County Board of Commissioners, where she routinely prepared ordinances, resolutions, memoranda and legal instruments on behalf of the local government. While with Escambia County, Ms. Bush represented the Escambia County Planning Board, where she routinely reviewed, prepared and advised on amendments to the County Land Development Code and Comprehensive Plan, rezoning and future land use map amendments, development agreements, government procurement processes and infrastructure project approvals. She is an AICP certified planner. In addition, Ms. Bush served as a senior litigation attorney with the Florida Department of Children and Families, Children's Legal Services and as a Florida assistant public defender. Her private sector experience included first party claims involving breach of contract, uninsured/underinsured motorists, premises liability and a multitude of insurance coverage issues. Ms. Bush earned her J.D. degree from the University of Mississippi School of Law and three B.A. degrees from the University of Mobile. She is licensed to practice law in the states of Mississippi and Florida.

W. Nathan Meloon
is an attorney with Widerman Malek. He focuses his legal practice on the areas of land use and development, real estate, local government law, commercial litigation and property rights protection. Mr. Meloon represents individuals and businesses in all phases of litigation in Florida state courts, Division of Administrative Hearings and the United States Court for the Middle and Northern districts of Florida. He also advocates for clients before local and state governmental bodies. Mr. Meloon assists clients by helping to solve their issues in real estate, business, or trust and estate matters through litigation, mediation, or by assisting the client to ensure they are protected prior to any issues arising. With experience related to eminent domain legal matters, he serves as legal counsel for landowners in eminent domain proceedings. Mr. Meloon also represents landowners in inverse condemnation cases, where the government has taken land but has not paid the landowner just compensation for the use of that land. He is very active in the professional community and was appointed to serve on The Florida Bar Eminent Domain Standing Committee. Mr. Meloon earned his B.S. degree from Florida State University and his J.D. degree from Florida State University College of Law. He is admitted to practice in Florida and the United States District Court for the Middle and Northern districts of Florida.
