Speaker bio
Domenic A. Bellisario
is a sole practitioner whose major areas of practice are labor and employment law, workers' compensation and Social Security disability law. He provides day-to-day legal advice on employment and personnel matters; negotiates collective bargaining agreements; and represents clients before government agencies, including the Equal Employment Opportunity Commission, Pennsylvania Human Relations Commission, Social Security Administration and National Labor Relations Board, arbitration panels, and local, state and federal courts. Mr. Bellisario is a member of the Labor Law sections of the American Bar Association and the Allegheny County Bar Association, and the National Organization of Social Security Claimants' Representatives. The United States District Court for the Western District of Pennsylvania certifies him as an arbitrator and early neutral evaluator. He serves as an arbitrator for the American Arbitration Association, arbitrating employment law cases. Mr. Bellisario earned his B.A. degree, summa cum laude, and his J.D. degree, magna cum laude, from the University of Pittsburgh, where he was elected to the Order of the Coif.

Brian D. Lipkin
is an attorney with the law firm of Houston Harbaugh, P.C. in Pittsburgh. He works with businesses and individuals to find creative solutions to challenging problems. Mr. Lipkin serves clients as counselor, outside general counsel, and trial lawyer. He practices in the areas of business litigation, insurance coverage and bad faith litigation, and employment and labor litigation. Mr. Lipkin also advises businesses on employment and labor issues. He works with clients to develop affirmative action plans, employee handbooks, job descriptions, pay equity audits, policies, and restrictive covenants. Mr. Lipkin earned his B.A. degree from Tufts University and his J.D. degree from Boston College. He is admitted to practice in Pennsylvania, Ohio and West Virginia, as well as Massachusetts and New Hampshire. Mr. Lipkin is a member of the Allegheny County Bar Association.

Allen S. Gehring, Jr.
is an attorney with Kozloff Stoudt Attorneys, where he practices in a wide range of areas including higher education law, labor and employment law, and litigation. Mr. Gehring graduated with academic honors, cum laude, from the Georgetown University Law Center in Washington, D.C. While at Georgetown, he worked in the United States Congress in the House of Representatives on the Committee on Education and the Workforce, which oversees the nation’s education and employment laws. Mr. Gehring also worked in the Civil Rights Division of the United States Department of Justice. During 2018-2019, he served as a staff member on Georgetown’s American Criminal Law Review. In addition, Mr. Gehring earned his B.A. degree, summa cum laude, in philosophy and history from Cedarville University, his M.A. degree in philosophy from Texas A&M University and his Ph.D. degree in philosophy from Indiana University, Bloomington. He is admitted to practice in Pennsylvania.

Ralph R. Smith, III
is a shareholder and co-chair of the labor and employment group of Capehart & Scatchard, P.A. He focuses his practice in employment litigation and preventative employment practices, including counseling employers on the creation of employment policies, non-compete and trade secret agreements, and training employers to avoid employment-related litigation. Mr. Smith represents both companies and individuals in related complex commercial litigation before federal state courts and administrative agencies in labor and employment cases; including race, gender, age, national origin, disability and workplace harassment and discrimination matters, wage-and-hour disputes, restrictive covenants, grievances, arbitrations, drug testing, and employment-related contract issues. He earned his B.A. degree, magna cum laude, from Temple University and his J.D. degree, cum laude, from Temple University School of Law. Mr. Smith is admitted to practice in New Jersey and Pennsylvania.

Anastasia Shubert-Baranowski
is an attorney in the Philadelphia office of Margolis Edelstein. She specializes in employment law, and represents both public and private employers in a range of legal matters. Ms. Shubert-Baranowski has experience litigating discrimination, harassment, retaliation, hostile work environment, wage and hour disputes, and vicarious liability claims. She also helps employers with compliance issues, such as drafting policies, handbooks, and employment agreements to ensure adherence to state and federal laws. Ms. Shubert-Baranowski earned her B.S. degree from The College of New Jersey and her J.D. degree from Temple University Beasley School of Law. She is admitted to practice in New Jersey and Pennsylvania.
