Speaker bio
Jeffrey Gard
is a Colorado attorney with Gard Law Firm, LLC, specializing in marijuana law. He represents numerous patients, doctors and marijuana businesses throughout the state of Colorado, and has advised people from all over the country. Mr. Gard advises both state and local governments in their development of medical marijuana business regulations. He is widely considered one of Colorado's leading marijuana attorneys. Since the passage of Amendment 64 which legalized adult possession and cultivation of marijuana in Colorado, Mr. Gard has been working with state and local officials in developing regulations for the retail marijuana industry and was appointed by the state to participate in the rule-making progress. Over the last year, he has been working with the U.S. Congress to assist with an analysis of the federal code to determine the various areas which are impacted by the state marijuana laws, in hopes of reconciling state and federal law in the near future. Mr. Gard now shares his knowledge and experience with other attorneys and has given several CLE lectures on various aspects of marijuana law. He is a Colorado native and a cum laude philosophy graduate from the University of Colorado, where he also was elected Phi Beta Kappa. While attending law school, Mr. Gard won the William De Souchet Award for best individual performance in trial advocacy, and won a multi-state moot court competition during his first year of law school. After graduation, he accepted a position with a respected litigation firm in Boulder, Colorado, and later formed his own firm in downtown Boulder, Colorado.

Paul Loney
is an attorney at Loney Law Group. His practice focuses on a variety of legal issues associated with cannabis, specifically in the areas of business law and regulatory compliance. Mr. Loney developed the blue print for Oregon's first private cannabis club, Highway 420, and the first national high-profile cannabis cafe, Oregon's NORML (National Organization for the Reform of Marijuana Laws) Cannabis Cafe. He has served as Oregon's NORML legal counsel for more than 15 years and has helped draft numerous cannabis-related legislative initiatives involving Oregon's medical marijuana and recreational marijuana issues including Measure 91. Mr. Loney has assisted clients in drafting language for proposed additions to the laws and administrative rules on marijuana. He regularly speaks at continuing legal education seminars, panels, conferences, and lectures on the topic of marijuana business law. Mr. Loney also teaches courses on Oregon marijuana law and how to start cannabis related businesses throughout Oregon. He is affiliated with NORML, the National Lawyers Guild, and the Oregon Criminal Defense Lawyers Association. He earned his J.D. degree from University of Oregon School of Law.

Jana D. Weltzin
is an attorney and owner of JDW Counsel, which represents 200+ cannabis companies in Alaska and Arizona. She focuses her legal practice on land use and zoning law, marijuana law in Arizona; and recreational marijuana business law, liquor law, and regulation compliance in Alaska. Ms. Weltzin provides representation for her cannabis clientele relating to business structure, permitting/licensing, land use applications and hearings, conditional use permits, investment connections and presentation, regulation compliance, real estate commercial leasing and purchases, operations, and general activism for the cannabis industry. She played an invaluable role during the 2015 legislative session through her work with the Coalition for Responsible Cannabis Legislation, initiative sponsors, and future Alaskan cannabis businesses advocating for and analyzing proposed cannabis related legislation to ensure sustainable success for the industry. Ms. Weltzin earned her B.A. degree from University of Reno, Nevada; and her J.D. degree from Sandra Day O'Conner College of Law, Arizona State University.

Timothy J. McGraw
Timothy J. McGraw is an attorney in Brighton, Michigan, who has focused in tax law and employee benefits law. He is presently the Senior Pension Attorney at Elder Law of Michigan, Inc. (assisting seniors with their pension issues on a pro bono basis) He also offers legal counsel in medical and recreational marijuana and tax law through his corporation, TJM Enterprises, Inc. Mr. McGraw is a member of the State Bar of Michigan (Taxation . Employee Benefits and Cannabis Law sections). He earned his B.B.A. degree from the University of Michigan, School of Business Administration; and his J.D. degree from the University of Michigan Law School. Mr. McGraw was recently enrolled in the LLM Tax program at Western Michigan Cooley Law School, where he completed the Taxation of Cannabis course.

Keenan M. Jones
is a partner with Frantz Ward LLP in Cleveland, Ohio. He represents businesses of all sizes in litigation matters, corporate formation, business development and protection of intellectual property rights. Since 2017, Mr. Jones has focused his practice on assisting companies operating in the regulated cannabis space, including hemp, marijuana, and ancillary endeavors. Before joining Frantz Ward, he co-founded Foster & Jones and worked at the Hoban Law Group. In both roles, Mr. Jones guided businesses in the emerging cannabis industry. He also teaches political science courses at Heidelberg University as an adjunct professor, and serves as counsel and an ex-officio member of the Board of Directors of Model United Nations of the Far West, a not-for-profit organization that hosts an annual, collegiate model United Nations conference, where students can hone their oratory and international diplomacy skills. Mr. Jones earned his B.A. degree, summa cum laude, from Heidelberg University and his J.D. degree from University of Denver Sturm College of Law.
