Steven A. Torres
is a partner in the law firm of West Group Law PLLC. Since 1994, his areas of practice include municipal infrastructure, energy and environmental law, federal/state/local environmental and land use permitting, construction law, litigation, labor negotiation and litigation, arbitration/mediation, municipal governance, and legislation. Mr. Torres is nationally recognized in his practice area, and a frequent lecturer, guest speaker and teacher/mentor to other practitioners. He represents government and private industry in complex water, wastewater, utility, energy, solid waste, emerging technology, and public construction transactions and litigation. Mr. Torres earned his B.S. degree in computer science from Daniel Webster College and his J.D. degree, cum laude, at Suffolk University Law School.

Jeff H. Capell
is the hearing examiner for the city of Tacoma. Previously, he was a deputy city attorney with the city of Tacoma and a senior assistant city attorney with the city of Bellingham, Washington. Prior to his Washington municipal work, Mr. Capell was an in-house counsel with Albertson’s, Inc., Kia Motors, Corp., and SK Corp. He earned his B.A. and M.A. degrees from Brigham Young University, and his J.D. degree, with honors, from Seattle University School of Law. Mr. Capell has extensive experience in the areas of land use, real estate, contract, construction, and general municipal law. He is admitted to practice in, and is a member of the Washington State Bar Association and Idaho State Bar.

Eric J. Larson
is a shareholder with Municipal Law & Litigation Group, S.C. in Waukesha, Wisconsin, which represents more than 50 municipal entities. He is the municipal attorney for more than 20 Wisconsin cities, villages and towns, including Cudahy, Dousman, Fox Point, North Bay, North Prairie, Pleasant Prairie, Reeseville, Rochester, Slinger, Wind Point, and towns of Ashippun, Aztalan, Christiana, Delafield, Genesee, Jefferson, Lake Mills, Lowell, Ottawa, Troy and Westfield. He has practiced municipal law in Minnesota (admitted 1990) and Wisconsin (admitted 1994), first in-house as an assistant county attorney, and in private municipal practice since 1994. Mr. Larson is a regular speaker at the annual meetings of the League of Wisconsin Municipalities Municipal Attorneys Institute and the Wisconsin Towns Association Town Attorneys Institute. He has chaired the Waukesha County Bar Association Municipal Section for more than a decade. Mr. Larson is a graduate of the University of Minnesota Law School and Earlham College.

Amy H. Goins
is an attorney with Ursillo, Teitz & Ritch, Ltd. She concentrates her practice in municipal law, and is an assistant solicitor to five municipalities in Rhode Island. Ms. Goins prosecutes misdemeanors, drafts ordinances, reviews contracts, and provides counsel on zoning and planning matters. She earned her B.A. degree from Brown University and her J.D. degree from Roger Williams University School of Law, where she graduated summa cum laude and was a member of the Law Review. Ms. Goins is admitted to practice in state and federal courts in the State of Rhode Island and in the Commonwealth of Massachusetts. She is a member of the Rhode Island Bar Association’s House of Delegates.

Stephen W. Funk
is a shareholder with the law firm of Roetzel & Andress, where he practices in business and public law litigation, appellate law, constitutional law, municipal law and land use and zoning law. He has over 32 years of litigation experience, with the last 25 years working in Summit County. Mr. Funk is a member of the Akron, Ohio State and Federal bar associations; and a member of the advisory group for the U.S. District Court for the Northern District of Ohio. He earned his B.A. degree, summa cum laude, from Miami University and his J.D. degree, cum laude, from Harvard Law School.

Armando V. Riccio
is an attorney in private practice and the managing member of his firm which concentrates its practice in representing management in the public and private sectors regarding various employment matters. For more than 24 years, Mr. Riccio has focused on employment issues such as discrimination, harassment, retaliation, and wrongful termination claims. He represents management before various federal and state agencies including the EEOC, NLRB, Division on Civil Rights, and PERC, as well as federal and state courts. Mr. Riccio also conducts investigations of discrimination and harassments claims, training sessions on numerous workplace issues such as anti-discrimination, harassment and retaliation issues, and advises clients regarding employment practices, policies and procedures. He is admitted to practice before the Southern and Eastern districts of New York, Third Circuit Court of Appeals, and U.S. Supreme Court. Mr. Riccio is a member of the New York State, New Jersey State, Burlington County and Camden County bar associations. He is also a member and former president of the Human Resources Association of Southern New Jersey. Mr. Riccio earned his J.D. degree from Rutgers University School of Law, and his M.S. degree in human resources management and B.F.A. degrees from New York Institute of Technology.

Steven P. Goodin
is a partner in the Cincinnati office of Porter Wright Morris & Arthur LLP. He has had more than 20 years of experience in complex business litigation involving economic development, commercial real estate transactions and employment-related disputes. A former state and federal prosecutor, Mr. Goodin assists clients in inquiries by government agencies and has extensive experience conducting internal investigations. He also is well-versed in criminal defense, probate and securities-related litigation. Mr. Goodin earned his B.A. degree from Miami University and his J.D. degree from the University of Cincinnati College of Law. He is a member of the Ohio State Bar Association, Cincinnati Bar Association and Federal Bar Association.
