Frederic W. Knaak
is a partner in the law firm HKB Law, P.A. Recently, he has moved that practice into North Star Law Group, in St. Paul, Minnesota, where he heads the Municipal Law group. Mr. Knaak has represented cities and other local units of government for more than 45 years. His practice includes real estate, zoning and land use, municipal law, public and election law, including substantial trial and appellate litigation experience state and federal courts. For ten years, Mr. Knaak served in the Minnesota Senate, representing a suburban district northeast of St. Paul. He was the Minority Floor Leader, and served during his entire tenure on the Data Practices Subcommittee, where he was directly involved in the drafting and amending of the Minnesota Data Practices Act and the Open Meeting Law of that state. People in Minnesota may recognize Knaak as a regular political panelist on the Public Television "Almanac" program. He was also lead attorney in the United States Senate election recount in Minnesota in 2008. In addition, Frederic was recently appointed to the Criminal and Juvenile Information Policy Advisory Group.

Anthony R. Vacanti
is a partner in the law firm of Tucker Ellis LLP, where he counsels property owners, tenants, developers, and investors through the complicated and sometimes political maze of land use, zoning, eminent domain, real property tax, and real estate transactional matters. Mr. Vacanti secures development approval and rights in administrative and court proceedings, including approvals before boards of zoning appeals, planning commissions, city councils, boards of township trustees, county and state commissions, and the court system. He also defends property owners and other interested parties when faced with the governmental exercise of eminent domain to ensure the governmental actions are proper and that interested parties receive just compensation. He is a member of the Ohio State, Akron, Cleveland Metropolitan and American bar associations. Mr. Vacanti earned his B.A. degree from American University and his J.D. degree, magna cum laude, from Case Western Reserve University Law School.

Alan P. Fox
is an attorney with Capehart & Scatchard, P.A. He is chair of Capehart Scatchard's Alternative Energy Group, representing clients in various sectors, including shopping centers, public and private schools, retail, office buildings, warehouses, farming, and residential properties. Mr. Fox has experience handling transactions related to photovoltaic solar powered electricity production systems including PPA, obtaining permits and approvals for utility scale projects in southern New Jersey, and solar systems for owners of industrial and commercial properties. Additionally, he serves as co-chair of the firm's real estate and land use group, and is a shareholder in its commercial litigation, and business and tax groups. Mr. Fox's 35+ years of experience in these areas includes presenting land use applications before planning/zoning boards, litigating zoning matters at the trial and appellate levels, serving as solicitor to the Riverside Township Planning and Zoning Boards for eight years, protecting creditors' rights, and performing as outside general counsel for various private companies with local, regional and national needs. He earned his B.A. degree from Rutgers College and his J.D. degree from California Western School of Law. Mr. Fox is admitted to practice law in New Jersey and Pennsylvania, as well as before the U.S. District Courts for the districts of New Jersey, and Western and Eastern Pennsylvania.

Kathleen M. Bennett
is a partner with Bond, Schoneck & King, PLLC, where she practices in the areas of environmental and property law. She has broad experience in land use matters, including site plan review, special permit review, variances, subdivisions, and annexation. Ms. Bennett also has extensive knowledge of the New York State Environmental Quality Review Act. She has appeared before several municipal boards on behalf of project sponsors on a range of projects from small (residential) to large (institutional). Ms. Bennett also has particular experience in land use and SEQRA litigation. In addition to land use matters, she has worked on matters involving state and federal regulatory compliance issues, particularly in the areas of wetlands, historic preservation, storm water, petroleum bulk storage, solid and hazardous waste disposal, environmental remediation, environmental aspects of real property and business transactions, and environmental litigation matters. Ms. Bennett also has experience in property tax assessment challenges and litigation. She earned her A.B. degree, magna cum laude, from Colgate University and her J.D. degree, magna cum laude, from the State University of New York at Buffalo School of Law.

Michael L. Mineau
serves as Counsel at Partridge Snow & Hahn LLP, focusing on land use and development, commercial real estate transactions, and property-related litigation. He represents developers, owners, landlords, tenants, investors, and joint venturers in Rhode Island and Massachusetts in their land use and development projects and in all phases of deals, including acquisitions and dispositions, leasing, due diligence, zoning and permitting, subdivisions, drafting and negotiating easements and restrictions, and resolving title issues. Over the years, Mr. Mineau has represented some of the largest area developers in a variety of transactions and settings. He also has significant experience in real estate-related litigation, including boundary and title disputes, adverse possession and prescriptive easement cases, breach of contract suits, specific performance claims, requests for declaratory and injunctive relief, land use litigation, and zoning appeals. Mr. Mineau has extensive litigation and first-chair trial experience (jury and non-jury) and has represented clients in appeals to the Rhode Island Supreme Court. His trial experience has included trials in the Rhode Island Superior Court and Massachusetts Land Court. Mr. Mineau serves as a member of the Aquidneck Island Planning Commission, the Portsmouth Economic Development Committee, and the Roger Williams University Real Estate Advisory Board. He earned his J.D. from RWU Law and a B.A. in Political Science from Miami University (Ohio).

S. Wayne Rosenbaum
is a partner of the Environmental Law Group LLP, practicing in the areas of environment, land use and natural resources, with an emphasis on water quality and land use laws affecting infrastructure and renewable energy projects. Mr. Rosenbaum develops compliance strategies for clients regulated under the storm water provisions of the Clean Water Act, the Endangered Species Act, the California Environmental Quality Act, and other state and federal resources statutes. Relying on his broad experience with environmental permits and environmental management systems, he has helps clients develop and implement solutions to environmental regulations that are both legally defensible and economically sustainable. Mr. Rosenbaum also assists his clients in defending their regulatory compliance programs against challenges by regulatory agencies and environmental groups. Prior to joining Environmental Law Group LLP (formerly known as Opper & Varco LLP), he was a partner at Stoel Rives LLP. Prior to that, he was with Foley & Lardner LLP. Before entering private practice, Mr. Rosenbaum served with the Department of the Navy, Office of General Counsel, where he concentrated on the transfers of contaminated properties under the Base Realignment and Closing Act, environmental audits, waste minimization plans, regulation of storm water discharges at federal facilities and interagency funding of environmental projects. Mr. Rosenbaum earned his A.B. degree from Rutgers University and his J.D. degree from California Western School of Law.

is an of counsel attorney at Fennemore Craig, P.C's Reno, Nevada office. She practices in their business litigation and natural resources groups, and has many years of experience handling a broad spectrum of civil matters, including extensive trial and appellate experience and a practice focused on water and natural resource law. Ms. Fairbank earned her B.A. degree, cum laude, from Western Colorado University and her J.D. degree from Willamette University College of Law. She is a member of Western States Water Council, Non-Tribal Federal Water Needs Subcommittee and is on the Board of Directors of Walker Basin Conservancy. Ms. Fairbank is admitted to practice law in Nevada, California and Colorado, and before the U.S. District Court, District of Nevada; the Northern, Eastern, Central and Southern districts of California; the Ninth Circuit Court of Appeals; and the U.S. Supreme Court.
