is a partner of the law firm of Carothers & Mitchell, LLC, located in Buford. He serves as city attorney for Demorest and Hiawassee, while his firm represents several other cities. Mr. Mitchell represents various counties in the areas of civil rights, land use, eminent domain and nuisance. His litigation practice includes representation of numerous cities through the Georgia Interlocal Risk Management Agency, as well as several small businesses and individuals. Mr. Mitchell also represents clients with regard to real estate, zoning and permitting, access and boundary disputes, construction, and foreclosure. He has spoken many times in the past on zoning and other land use issues. Mr. Mitchell earned his undergraduate degree, with distinction, from the University of Virginia; and his J.D. degree, magna cum laude, from the University of Georgia Law School.

is a partner with Weiss Serota Helfman Cole & Bierman, P.L. He practices municipal law, land use, planning and zoning matters for local governments. Mr. Gougelman's work includes negotiating development agreements and approvals, drafting municipal codes and plans, advising municipal staffs, managers and attorneys, handling public hearings and counseling elected officials, as well as advocating for municipalities on legislative issues in his field. He has practiced for almost 40 years and has served or currently serves as city attorney for the town of Indialantic, city of Melbourne, city of Cocoa Beach, and town of Melbourne Beach. Mr. Gougelman also currently serves as general counsel for the Space Coast League of Cities. He has served as special counsel to the cities of Maitland, Longwood, and Lake Mary; and as a hearing officer for Orange County, Florida. Mr. Gougelman has a strong background in transportation planning law. He has been general counsel for the Florida Metropolitan Planning Organization Advisory Council, the statewide governmental agency consisting of 27 Metropolitan Planning Organizations, for more than 20 years. Mr. Gougelman has served as general counsel for the Space Coast Transportation Planning Organization, Palm Beach Transportation  Planning Agency, and the Sarasota/Manatee Metropolitan Planning Organization. He has a significant background in representing community redevelopment districts. Mr. Gougelman has assisted several cities in creating four community redevelopment agencies, and has represented several such agencies in various municipalities. He has held leadership positions in The Florida Bar's Section for Environmental and Land Use Law; and is a member of the Section for City, County and Local Government Law. Mr. Gougelman earned his B.A. degree from Florida International University and his J.D. degree from Nova University Law Center.

serves as counsel at Partridge Snow & Hahn LLP, focusing on land use and development, commercial real estate transactions, and property-related litigation. He represents developers, owners, landlords, tenants, investors, and joint venturers in Rhode Island and Massachusetts in their land use and development projects and in all phases of deals, including acquisitions and dispositions, leasing, due diligence, zoning and permitting, subdivisions, drafting and negotiating easements and restrictions, and resolving title issues. Over the years, Mr. Mineau has represented some of the largest area developers in a variety of transactions and settings. He also has significant experience in real estate-related litigation, including boundary and title disputes, adverse possession and prescriptive easement cases, breach of contract suits, specific performance claims, requests for declaratory and injunctive relief, land use litigation, and zoning appeals. Mr. Mineau has extensive litigation and first-chair trial experience (jury and non-jury) and has represented clients in appeals to the Rhode Island Supreme Court. His trial experience has included trials in the Rhode Island Superior Court and Massachusetts Land Court. Mr. Mineau serves as a member of the Aquidneck Island Planning Commission, the Portsmouth Economic Development Committee, and the Roger Williams University Real Estate Advisory Board. is an attorney with Widerman Malek. He focuses his legal practice on the areas of land use and development, real estate, local government law, commercial litigation and property rights protection. Mr. Meloon represents individuals and businesses in all phases of litigation in Florida state courts, Division of Administrative Hearings and the United States Court for the Middle and Northern districts of Florida. He also advocates for clients before local and state governmental bodies. Mr. Meloon assists clients by helping to solve their issues in real estate, business, or trust and estate matters through litigation, mediation, or by assisting the client to ensure they are protected prior to any issues arising. With experience related to eminent domain legal matters, he serves as legal counsel for landowners in eminent domain proceedings. Mr. Meloon also represents landowners in inverse condemnation cases, where the government has taken land but has not paid the landowner just compensation for the use of that land. He is very active in the professional community and was appointed to serve on The Florida Bar's Eminent Domain Standing Committee. Mr. Meloon earned his B.S. degree from Florida State University and his J.D. degree from Florida State University College of Law. He is admitted to practice in Florida and the United States District Court for the Middle and Northern districts of Florida.
