John A. Biedrzycki, III
is the owner of Biedrzycki Law Office in Pittsburgh. He focuses his practice on personal injury, business and real estate, criminal law, and traffic offenses/CDL violations. Mr. Biedrzycki is a member of both the Allegheny County and Pennsylvania bar associations; and is admitted to practice in Pennsylvania and before the U.S. District Court for the Western District of Pennsylvania. He earned his B.A. degree from Villanova University and his J.D. degree from Duquesne Law School.

Matthew C. Samley
is a partner with the law firm of Appel, Yost & Zee LLP in Lancaster. He practices in the areas of bankruptcy and creditors' rights, real estate, business transactions, small business formation, business buy-sell, estate planning, and administration. Mr. Samley serves as parliamentarian for the Lancaster County Commercial and Industrial Real Estate Council. He is on the adjunct faculty for Harrisburg Area Community College in Lancaster, where he teaches a variety of courses in the Department of Business Studies. Mr. Samley frequently presents at professional education programs on landlord-tenant collection law, ethics, LLC formation, contracts, and bankruptcy. He is a member of the Business Law Section of the Pennsylvania Bar Association, Estate Planning Council of Lancaster County, and the Eastern District of Pennsylvania Bankruptcy Conference. Mr. Samley serves on the board of directors of the Lancaster Bar Association and on an Advisory Board to the Lancaster County Community Foundation, a non-profit philanthropic. He earned his B.S. degree, cum laude, from Millersville University; and J.D. degree from Dickinson School of Law.

Samuel M. Mecum
has been of counsel with the firm of Appel, Yost & Zee since 2020. He grew up in Lancaster County, graduating from Manheim Township High School in 1966. He received a B.A. degree in history from Penn State, with distinction (cum laude) in 1970; then graduated from Villanova University School of Law in 1973. Sam has been engaged in the private practice of law in Lancaster County since 1974. His practice is now concentrated on estate planning and probating wills, landlord-tenant, real estate, and civil litigation (including family law). He has co-presented annual seminars on landlord/tenant law since 2002. Sam received the Access to Justice Award for pro bono service in 2001, served eight years as chair of the Lancaster Law Review Committee, and was elected president of the Lancaster Bar Association for the year 2006. He is a 50-year member of the Lancaster Bar Association and the 2023 recipient of the LBA's Achievement Award in recognition of a long career of service to the association. Mr. Mecum has served on boards of nonprofit organizations devoted to historic preservation, such as the James Buchanan Foundation (former Board president) and is currently president of Grave Concern, Inc., which preserves historic burial places. In November 2013, Mr. Mecum was elected to a four-year term as one of five part-time Manheim Township commissioners, and he was re-elected in 2017 for four more years of service to the township, which concluded at the end of 2021.

Kyle C. Webster
is vice president of housing and general counsel of ACTION-Housing, Inc., the largest affordable housing nonprofit in Pennsylvania. In this capacity, he oversees all aspects of the legal function of this large developer, property manager, and service provider, including landlord/tenant law as applied to the nearly 3000 units of housing under ACTION's umbrella. In addition to this, Mr. Webster is heavily involved in eviction prevention policy and initiatives. He sits on the board of Just Mediation, Inc., Regional Housing Legal Services, and the City of Pittsburgh Commission on Human Relations.

Frank Kosir, Jr.
is a partner with Meyer Unkovic & Scott LLP in Pittsburgh, and is a member of the firm's real estate and lending, litigation and dispute resolution, energy and mineral rights, and construction law groups. He has significant civil litigation and general practice experience in all areas of real property law. Prior to entering the practice of law, Mr. Kosir acquired extensive experience in all facets of real estate development, sales, construction, and leasing with his family's home construction company. He represents clients in a wide range of matters, including commercial and residential real estate tax assessment appeals, commercial and residential sales and leasing, oil and gas lease negotiations, boundary line disputes, real estate title defense and claims, commercial and residential landlord-tenant proceedings, quiet title proceedings, eminent domain proceedings, condominium creation and amendment, and zoning and land use issues. Mr. Kosir earned his B.A. degree, summa cum laude, from Washington and Jefferson College; and his J.D. degree from the Duquesne University School of Law. A member of the Pennsylvania, Allegheny County and Washington County bar associations; and he formerly served on the Pennsylvania Bar Association's Real Property, Probate and Trust Law Section Council. Mr. Kosir writes a monthly real estate case law update and a quarterly real estate update column. He is co-author of the books, Fagnilli and Kosir on Deeds-Fundamentals of Deed Drafting and Fagnilli and Kosir on Deeds-Fundamentals of Deed Drafting (2nd edition).

Karley Biggs Sebia
is a partner at the KingSpry Law Firm located in Bethlehem, Pennsylvania, and a member of the Firm's affordable housing, business, and real estate law groups. For over a decade, Karley has represented property owners and developers, public housing authorities, and affordable housing providers, advising on general legal and regulatory matters. She regularly litigates eviction actions in state courts and defends clients in discrimination actions filed with administrative agencies, such as the Pennsylvania Human Relations Commission and the United States Department of Housing and Urban Development. As it relates to landlord-tenant law, her practice includes advising clients on lease drafting and negotiation, fair housing compliance, VAWA compliance, lease enforcement, and evictions. Karley also provides counsel to public housing authorities on the administration of the Housing Choice Voucher Program, commonly known as Section 8. Karley is a frequent lecturer and provides training on a broad range of legal topics, including the fundamentals of the Fair Housing Act, lease terminations and evictions, and updates on landlord-tenant law, procurement, and various employment law topics. Her dedication to her clients has earned Karley professional recognition. In 2023, Karley was named to the 2023 Power List in Law by Lehigh Valley Business. She was also honored as a "Rising Star" by Pennsylvania Super Lawyer magazine and "40 Under Forty" and "Woman of Influence" by Lehigh Valley Business. Beyond her professional endeavors, Karley is engaged in her community, serving as a trustee on the boards of Moravian Academy, the Foundation for the Bethlehem Area School District, and the Bethlehem Rotary Foundation. Her leadership in the industry extends to her involvement with CREW-Lehigh Valley, where she contributes to supporting the growth and success of women in commercial real estate. Karley earned a Juris Doctorate from Duquesne University School of Law and a Bachelor of Arts from Franklin & Marshall College. She is admitted to practice law in Pennsylvania and New Jersey.
