Mr. Blanco earned his B.A. degree in government from the University of Texas at Austin, where he was a recipient of the undergraduate research grant and presented his research on the effect of anti-immigration legislation on Hispanic voter turnout as a research fellow. He then received his J.D. degree from Texas Tech University School of Law, where he served as a vice chair for the Board of Barrister's, the curriculum representative for his class, a pupil for the American Inn of Court, and as a student mediator in the Alternative Dispute Resolution Clinical Program.
