Philip E. Stern
supports the school law, and employment and labor practice groups for DiFrancesco Bateman Kunzman Davis Lehrer & Flaum, P.C. He represents public and private school districts, colleges, and universities in collective bargaining, special education, employment litigation, and student and staff disciplinary issues. Mr. Stern has negotiated collective bargaining agreements on behalf of educational institutions. He has litigated full jury trials and administrative hearings in all New Jersey judicial and administrative forums; from the New Jersey Supreme Court, to the New Jersey Public Employment Relations Commission, to the New Jersey Office of Administrative Law. Mr. Stern earned his B.A. degree from Wesleyan University, his M.A. degree in educational administration from Montclair State College, and his J.D. degree from New York Law School.

Thomas A. Mayes
is an attorney for the Iowa Department of Education. Before joining the department, Mr. Mayes was staff attorney for the Iowa Court of Appeals, staff attorney in Iowa Legal Aid's Waterloo office, and law clerk to Justice James H. Carter of the Supreme Court of Iowa. He is licensed to practice in Iowa and New York. Mr. Mayes is a member and former president of the National Council of State Education Attorneys. Mr. Mayes earned his bachelor's degree from Baylor University; his J.D. degree, with highest distinction, from The University of Iowa College of Law; and his master's degree in educational leadership from Lehigh University.

is an attorney with Ashwell & Ashwell, PLLC. He practices in the areas of civil litigation, land use and zoning, appellate advocacy, business and commercial law, and trust and estate planning. Mr. Ashwell is admitted to practice in Virginia and before the U.S. District Court for the Eastern and Western districts of Virginia, U.S. Court of Appeals for the Fourth Circuit, U.S. Bankruptcy Court for the Eastern District of Virginia, and the U.S. Supreme Court. He is a member of the The Virginia State Bar Association and Fauquier Bar Association, and serves on the Virginia State Bar Seventh District Disciplinary Committee. Mr. Ashwell earned his B.A. degree from Hampden-Sydney College and his J.D. degree from the University of Dayton School of Law.
