Paul B. Frickey
is a partner with the law firm of Jarrard & Davis, LLP, where he chairs the firm's zoning practice group. His practice focuses on the representation of government entities in land use and zoning matters. Mr. Frickey has represented numerous cities and counties from the North, Metro, Central, West, and Eastern regions of the state of Georgia. Mr. Frickey speaks regularly at continuing legal education seminars on topics including zoning, impact fees, road and access law, and sign ordinances. He earned his B.A. degree from the University of California, Berkeley, his M.B.A. degree from Northeastern University where he finished first in his class, and his J.D. degree from the University of California, College of the Law, San Francisco (formerly Hastings College of the Law).

Rachel Gage
is an attorney with Robbins Alloy Belinfante Littlefield LLC. She is an experienced litigator who brings dedication and precision to each case. Ms. Gage is adept at representing plaintiffs as well as defendants. She regularly assists clients with litigation related to real estate, restrictive covenants, trade secrets, breach of contract, business torts, and trusts and estates. Ms. Gage earned her B.S. degree from Cornell University and her J.D. degree from University of North Carolina School of Law. She is a member of the State Bar of Georgia; North Carolina State Bar; and Judicial Clerk for the Honorable C. Christopher Hagy, United States District Court for the Northern District of Georgia. Ms. Gage is admitted to practice in Georgia and North Carolina.

Amy L. Hillman
is a partner at the law firm of Tatum Hillman & Powell, LLP. Her practice centers around representing clients in real estate development and finance. Ms. Hillman is proactive and strategic in considering the business needs and goals of her clients. She is a trusted "deal architect" who handles all facets of complex commercial real estate transactions, including acquisition, finance, sale, leasing, ground leasing and zoning. Ms. Hillman is a skilled negotiator who focuses on the business and legal issues that matter most to her clients, while working collaboratively to bring deals to a successful close. Her clients include medical providers, commercial real estate owners, medical office and office developers and real estate investment trusts. Ms. Hillman's deal-focused and results-oriented approach drives her practice philosophy and enables her to achieve superior results for her clients. She earned her B.S. degree from Florida State University and her J.D. degree from University of Notre Dame. Ms. Hillman is a member of the Real Property Law Section of the State Bar of Georgia, co-authored a letter published by the American Bar Association, Commission on Women in the Profession, in The Road to Independence (ABA, 2011), an adjunct professor at Emory University School of Law, Atlanta, Georgia, and also serves as vice chair of the Board of Directors for the Georgia Department of Natural Resources Foundation. She is admitted to practice in Georgia.

Thomas M. Mitchell
is a partner of the law firm of Carothers & Mitchell, LLC, located in Buford. He serves as city attorney for Demorest and Hiawassee, while his firm represents several other cities. Mr. Mitchell represents various counties in the areas of civil rights, land use, eminent domain and nuisance. His litigation practice includes representation of numerous cities through the Georgia Interlocal Risk Management Agency, as well as several small businesses and individuals. Mr. Mitchell also represents clients with regard to real estate, zoning and permitting, access and boundary disputes, construction, and foreclosure. He has spoken many times in the past on zoning and other land use issues. Mr. Mitchell earned his undergraduate degree, with distinction, from the University of Virginia and his J.D. degree, magna cum laude, from the University of Georgia Law School.

Emily McClendon
focuses her practice on commercial real estate and development. She represents a full range of the participants in commercial real estate transactions, including developers as well as buyers and vendors of commercial, institutional, and industrial real estate. Ms. McClendon frequently acts for developers of residential, retail, and office development projects, from assembly and acquisition of land through the development and subdivision approval process, lease-up, and sale. She advises many clients with respect to municipal and land use planning issues, including the use and development of land and eminent domain.
