Philip P. Apter
is managing member of MSP Titles, headquartered in South Windsor, Connecticut. The company offers a real estate title searching and recording service covering Connecticut, Rhode Island, Massachusetts, New Hampshire and Maine. He has performed thousands of residential and commercial title examinations. Mr. Apter has lectured on title examining for the Connecticut Bar Association, REBA, and NELTA. He is past director of National Association of Land Title Examiners and Abstracters (NALTEA) and a member of the New England Land Title Association (NELTA). Mr. Apter is accepted as an expert witness by the Connecticut Superior Court. He graduated from Clark University (magna cum laude) and the University of Connecticut School of Law.

Brian R. Smith
is a partner in the law firm of Robinson+Cole, where he is section leader of the firm's landlaw section, composed of lawyers who practice in construction, environmental and utilities, and land use and real estate. He concentrates his practice in land use and real estate, as well as in litigation concerning these topics. Mr. Smith represents developers, municipalities, and neighbors in land use, planning, wetlands, coastal resources and real estate title issues. He has been lead counsel in numerous trials and appeals relating to these issues. Mr. Smith has lectured extensively on the topics of land use, First and Fifth Amendment issues, and roads and highways. He is an executive committee member of the Planning and Zoning Section of the Connecticut Bar Association. Mr. Smith is a member of the Cornell Real Estate Council. He earned his B.A. degree, cum laude, with honors, from Colgate University and his J.D. degree from Cornell Law School.

William G. Peacock
received his Bachelor's degree from the University of Florida and his J.D. from Stetson University College of Law. He has over 20 years of real estate closing and title experience. Bill started his career as a real estate attorney in Florida, where he managed a large residential and commercial closing practice. Bill moved to Connecticut and, for eleven years, worked at two large Connecticut real estate law firms. At those firms, Bill handled all aspects of foreclosure matters, from drafting complaints, to handling mediation, attending hearings and resolving all title issues that arose during the foreclosure process. At one time Bill managed a team that included ten paralegals. For the past three years, Bill has worked as underwriting counsel for a national title insurance company and is now Title Counsel at CATIC.

Marie Caroline Bertrand
is a partner with Day Pitney LLP in Hartford, Connecticut. She assists clients with the acquisition, disposition, financing and leasing of commercial real estate. Ms. Bertrand has experience drafting and reviewing equity documents, including joint venture agreements, property management agreements and acquisition documents. She has assisted purchasers and sellers in the acquisition and disposition of commercial real estate, including office buildings and multifamily residences, throughout the United States, China, England and South Korea. Ms. Bertrand has represented purchasers of loans and subordinate debt, as well as borrowers and lenders, in the negotiation, documentation and amendment of commercial real estate mortgage loans. She has also reviewed and strategized work-out, restructuring and foreclosure options for distressed borrowers and/or potential distressed debt purchasers. Ms. Bertramd serves as co-chair for the Day Pitney Diverse Attorneys Network and is actively engaged in the firm's efforts to promote diversity in the legal profession. She earned her J.D. degree from American University Washington College of Law and is admitted to practice in Connecticut and New York.

Steven H. Winkler
is senior vice president and chief underwriting counsel of Williston Financial Group and its underwriting subsidiary, WFG National Title Insurance Company. Mr. Winkler is admitted to practice in Connecticut and has been in the title insurance industry in a variety of legal and management capacities for more than 40 years. Currently, he is a member of the Greater Bridgeport, New Haven County, Hartford County, Connecticut (emeritus member, Executive Committee of the Real Property Section, and Committee on Unauthorized Practice of Law), and American bar associations; and the Association of Corporate Counsel. Mr. Winkler has been elected a fellow of the American College of Real Estate Lawyers and the American College of Mortgage Attorneys. He also presently serves on the Forms Committee of the American Land Title Association. Mr. Winkler was co-founder and a past president of the Connecticut Title Association and was a member of the Connecticut Insurance Commissioner's Title Insurance Task Force-Insurance Code Recodification Project. He earned his B.A. degree from Union College, Schenectady, New York, and J.D. degree from the University of Michigan Law School.

is a partner in Halloran & Sage's Transactional Law Department. She represents clients in a range of matters related to real estate, corporate business and transactions, including franchise law, and trust and estates. Ms. Bowen efficiently manages integrated commercial and residential real estate closings including builders and investors across the region. She is a member of the Connecticut Bar Association and the West Hartford Chamber of Commerce. Ms. Bowen earned her B.A. degree from the University of Connecticut and J.D. degree from Suffolk University Law School.

is a partner with Wofsey, Rosen, Kweskin & Kruansky, LLP in Stamford, Connecticut. His practice embraces a broad range of business representation with an emphasis on commercial real estate leasing, business dispute resolution, mergers and acquisitions, commercial lending, and corporate governance. Mr. Carello graduated from University of Connecticut School of Law with high honors in 1989. He is a former co-chair of the Business Law Section of The Fairfield County Bar Association, and a two term past president and former member of the Board of Directors of the Darien Chamber of Commerce. Mr. Carello is also dstinguished peer rated by Martindale-Hubbell.
