Jeff H. Capell
is the hearing examiner for the City of Tacoma. Previously, he was a deputy city attorney with the City of Tacoma and a senior assistant city attorney with the city of Bellingham, Washington. Prior to his Washington municipal work, Mr. Capell was an in-house counsel with Albertson's, Inc., Kia Motors, Corp., and SK Corp. He earned his B.A. and M.A. degrees from Brigham Young University and his J.D. degree, with honors, from Seattle University School of Law. Mr. Capell has extensive experience in the areas of land use, real estate, contract, construction, and general municipal law. He is admitted to practice in, and is a member of the Washington State Bar Association and Idaho State Bar.

Lawrence S. Glosser
is a partner with Ahlers Cressman & Sleight PLLC. He is thoroughly familiar with all aspects of real estate transactions and financing. Mr. Glosser brings his past entrepreneurial experience to the practice of law, enabling him to understand both the legal and business issues presented in each transaction. He assists clients with understanding and evaluating legal issues associated with real estate and business transactions, enabling clients to analyze risk, and make informed business decisions. Mr. Glosser graduated, cum laude, from Seattle University School of Law. He is admitted to practice in Washington and before the U.S. District Court, Western District of Washington.

Spencer Stromberg
is a member in the Spokane law firm of Lucent Law, PLLC. Licensed to practice in Washington and Idaho, his practice focuses on business and real estate law, including asset and real estate purchase and sale transactions, equipment and real estate leasing, loan transactions and workouts, title issues, land use, single-asset entities, condominium law, both development and owners association operational matters, as well as estate planning and probate. Prior to forming Lucent Law, PLLC, Mr. Stromberg served as in-house counsel and property manager for a Spokane real estate development and property management firm. He has spoken at continuing legal education seminars on the subjects of landlord/tenant law, deed of trust foreclosures, easements, and condominiums, and served as real estate co-chair of the 2014 Mid-Year Meeting and Seminar of the Washington State Bar Association's Real Property, Probate and Trust Section. Mr. Stromberg also co-authored a chapter for the Washington State Bar Association's Washington Real Property Deskbook Series on the subject of the lawyer's ethical issues in real property matters. He is a former member of the Executive Committee of the Washington State Bar Association's Real Property, Probate and Trust Section, and previously served on the Board of Directors of the Downtown Spokane Partnership. Mr. Stromberg earned his B.A. degree from the University of Washington and his J.D. degree from the University of Washington School of Law.

Chelsea J. Glynn
is principal at Foster Garvey. She helps clients with an array of real estate and land use matters, including drafting and negotiating purchase and sale agreements, leases, and easements. Ms. Glynn frequently represents municipalities, public hospital districts, and housing authorities in real transactions and leases. She previously worked as a county counsel for Washington County and is an active member of the Institute of Real Estate Management (IREM), where she serves as chair of the Legislative Committee.

Erik J. Jennings
is a real estate attorney who specializes in complex, large-scale real estate transactions. A proven, solution-oriented negotiator, he has extensive experience developing commercial lease agreements for office, retail, and industrial properties in Seattle, the greater Pacific Northwest, and California. Mr. Jennings also regularly advises clients on the acquisition and disposition of commercial properties and real estate finance. He is also experienced in affordable housing and community development, and represents public funders, housing authorities, and developers involved in the acquisition, rehabilitation, and operation of multifamily housing projects financed by tax-exempt bonds and federal tax credits. Mr. Jennings regularly counsels clients on current state and local legislation and emerging compliance matters, including building performance standards; emissions performance standards; and environmental, social, and governance (ESG) goals, among other issues. An experienced educator who is passionate about the intersection of real estate and climate solutions for the built environment, he teaches courses on the commercial real estate industry at the University of Washington College of Built Environment Runstad Department of Real Estate, and is dedicated to educating the real estate industry about clean building standards and related opportunities. Prior to joining Pacifica, Mr. Jennings worked as a commercial real estate associate with a large international law firm representing lenders and equity investors.
