is county attorney with Montrose County, Colorado, where her practice areas are primarily in water, environmental permitting and compliance, public lands, and natural resources law. Her experience includes representation of municipal water providers and other water users on both sides of the Continental Divide. Ms. Whitmore represents Ouray County on the Gunnison Basin Round Table, is co-chair of the Club 20 Water Committee, and is the Ouray County Board Member on the Colorado River Water Conservation District Board. Her water experience has included representation of municipalities, special districts, irrigators, mining companies, brewing company, ski area and land developers. Ms. Whitmore has planned and developed water supplies using ground water, non-tributary water, developed water, and surface stream water. She has appeared in Colorado Water Divisions 1, 2, 4, 5, 6, and 7 in new water rights appropriations, changes of water rights, and diligence applications. She has also represented clients in negotiating and acquiring water rights in purchase and lease transactions. In addition, Ms. Whitmore has represented clients in water quality matters, including obtaining or renewing discharge permits, compliance matters, and rule making hearings. She has served as chief deputy attorney general for the state of Colorado under Attorney General Gale Norton; as general counsel to the U.S. Senate Committee on Commerce, Science and Transportation during the chairmanship of Senator John McCain; and as an appointee in the George W. Bush Administration, working for Secretary Gale Norton as special assistant to the secretary of the interior, and chairing the Everglades Restoration Task Force. Ms. Whitmore earned her B.A. degree from the University of Denver and her J.D. degree from the University of Denver.

Ms. Cirner's clients are residential and commercial property owners, developers and builders, whom she represents through the various development processes including subdivision, site plan, rezoning, master planning, conditional use, variance, annexation, permitting and historic preservation. She assists various clients in public and private sectors with real estate transactions, including drafting, reviewing and negotiating things like easements, licenses, covenants and more. Ms. Cirner also performs development feasibility studies and counsels clients in boundary, quiet title and easement disputes. Over the years, Mr. Mineau has represented some of the largest area developers in a variety of transactions and settings. He also has significant experience in real estate-related litigation, including boundary and title disputes, adverse possession and prescriptive easement cases, breach of contract suits, specific performance claims, requests for declaratory and injunctive relief, land use litigation, and zoning appeals. Mr. Mineau has extensive litigation and first-chair trial experience (jury and non-jury) and has represented clients in appeals to the Rhode Island Supreme Court. His trial experience has included trials in the Rhode Island Superior Court and Massachusetts Land Court. She is co-leader of the firm's environmental litigation and compliance practice group. Ms. Dean has practiced land use, environmental, and real estate law for over two decades. She has worked throughout California on matters involving sustained, long-range advocacy efforts and detailed analyses, as well as extensive communications with governing entities, community groups, developers, and property owners. With an emphasis on commercial and industrial development, Ms. Dean represents landowners, project developers, and community groups at all stages of development permitting, with a focus on the California Environmental Quality Act (CEQA) process. She also represents clients in interactions with state agencies, such as BAAQMD, BCDC, CalRecycle, DTSC, DOGGR, and State Lands Commission; and federal agencies, such as the U.S. EPA and the U.S. Army Corps of Engineers, including with regard to CERCLA, Clean Water Act, and other environmental litigation matters with a focus on the California Environmental Quality Act (CEQA) process and litigation. Ms. Dean's in-depth land use experience includes traditional development projects, as well as cutting-edge projects in the areas of alternative energy, carbon sequestration, resource recovery, and water-related land planning. He has served as president of the Rhode Island Society of Professional Land Surveyors and has served as chair of the Rhode Island Board of Registration for Professional Land Surveyors. Mr. DiOrio is a member of the RIDEM Designer Review Panel and the Rhode Island On-Site Wastewater Training program. He has served on the Hopkinton Planning Board since 1985, most of that time as chairman. Mr. DiOrio is a member of the National Society of Professional Surveyors, the Canadian Institute of Geomatics, and the Rhode Island Society of Professional Land Surveyors. He has published, with T.S. Madson, et al (Rhode Island and Connecticut Boundary Law) and has been published in Point of Beginning.

Mr. Wu represents real estate owners, commercial landlords and tenants, developers and managers, and shopping centers. He is experienced in litigating unlawful and forcible detainers to regain possession of property, enforcement of leases and contracts, rent disputes, abatement of trespasses and nuisances, resolution of boundary and easement disputes, partition actions, and eminent domain and inverse condemnation matters. Mr. Wu's practice is intertwined with land use disputes and environmental litigation matters. He also represents trustees and beneficiaries in disputes over the management and division of land and personal property as a member of the Family Wealth Resolution and Disputes group. He also worked at the Mediation Clinic and Family Law Mediation Clinic, where he mediated child custody cases for the Edelman Children's courthouse.
