Jacob H. Zoghlin
is a Partner with The Zoghlin Group and Chairs the firm's Zoning & Land Use Law and Cannabis Law practice group. His practice focuses on environmental, zoning, land use, cannabis, energy, & municipal law. He counsels individuals, businesses, & municipalities, and helps them resolve their issues by advocating, educating, advising, & litigating on their behalf. In his municipal practice, Jacob provides special counsel services to municipal boards, and advises clients on a wide range of procedural and legal issues. His practice also focuses on ensuring government entities comply with the law, and has included litigation related to New York's Administrative Procedure Act, Freedom of Information Law, and Open Meetings Law. In his zoning and land use practice, Jacob works on matters involving site plan, incentive zoning, special local approvals/permits, variances, and other real estate development applications. Jacob has prosecuted and argued Article 78 proceedings in New York State trial and appellate courts, advised public and private sector clients on the State Environmental Quality Review Act, and worked with clients on environmental and land use regulations. In his cannabis law practice, Jacob helps entrepreneurs grow their businesses the right way by navigating them through complex state and local requirements, advising them on license applications to the New York State Cannabis Control Board, assisting them with statutory and regulatory compliance, and helping them identify social equity benefits available under the Marihuana Regulations and Taxation Act. Jacob is also enthusiastically involved in the local and state community. He is an active member of the New York State Bar Association and Monroe County Bar Association, is a prolific blogger on legal issues, and has repeatedly lectured on, and participated as a panelist for, continuing legal education courses involving new, interesting, or emerging areas of law. Jacob is also a member of the New York State Bar Association's Cannabis Law Section, where he has chaired the Local Government Committee since 2022. Jacob also serves on the Board of Directors for the Flower City Arts Center (a Rochester-based non-profit), and previously served as an attorney observer on the Board of Directors for a Philadelphia-based nonprofit, the Senior Law Center. Jacob has worked with The Zoghlin Group since 2016, when Senior Partner Mindy Zoghlin, Esq. formed the firm after nearly thirty years of practice. Before joining The Zoghlin Group, Jacob worked on environmental and municipal law matters with Bansbach Zoghlin PC, represented clients in a Human Rights Litigation Clinic, worked for the National Labor Relations Board, and interned for a Superior Court Judge in Washington, DC. He also previously worked with an employment litigation firm and a civil rights advocacy group in the Washington, DC area. Jacob graduated cum laude from American University Washington College of Law, where he served as Senior Staff on the Journal of Gender, Social Policy, & the Law, and was a published author on the Human Rights Brief. Jacob was born and raised in the Rochester, NY area and enjoys soup-making, skiing, being outdoors, and traveling with his wife and sons.

David J. Cooper
is a senior partner at Zarin & Steinmetz LLP in White Plains. He is an intuitive problem solver who steers private and municipal clients through many types of real estate matters and litigation. Mr. Cooper's practice involves land use and zoning entitlements, SEQRA compliance, eminent domain, public-private partnerships, and litigation. His broad experience, drawn from representing both private developers and municipalities, allows him to provide clients with holistic insights and a unique window into how their adversaries, regulators, and other community stakeholders think. Mr. Cooper also has a passion for eminent domain law, working with municipalities through the myriad challenges arising from the EDPL process, including claims for additional compensation. As a litigator, he brings to his current work the same level of preparation and advocacy he honed as a Manhattan assistant district attorney. Mr. Cooper has managed trials and presented oral arguments before the U.S. Court of Appeals and the New York State Appellate Division on a variety of civil and administrative law matters. He serves on the Board of Directors of Hudson Valley Pattern for Progress, a leading policy research and advocacy organization that promotes solutions for regional growth. Mr. Cooper also served on the Katonah/Lewisboro School Board LES Utilization Committee, advising on the disposition strategy of an underutilized local school property. He earned his J.D. degree from the Benjamin N. Cardozo School of Law in 2003, and his Bachelor of Arts in political science, cum laude, from Colgate University in 1998.

Corey Auerbach
serves as chair of the land use and zoning practice area, guiding applicants such as commercial, hotel, and residential developers; wind, solar, battery and energy storage, and other renewable energy providers; hospitals; skilled nursing facilities, religious institutions, and other not-for-profit organizations; and wireless telecommunication carriers and related infrastructure companies through the zoning, planning, and land use entitlement process. He appears before municipal land use, zoning, and environmental permitting agencies at every level of government and assists clients with all aspects of the land use permitting and regulatory compliance process, including rezoning, zone text, and comprehensive plan amendments; special and temporary use permits; use and area variances; zoning interpretation appeals; wetland, stormwater, and highway work permits; endangered species; NYS Environmental Quality Review Act (SEQRA); and Telecommunications Act of 1996 and related orders. Mr. Auerbach has also handled land use, SEQRA, and municipal litigation before the Supreme Court, Appellate Division and Court of Appeals. A natural outgrowth of his zoning practice involves the formation and representation of condominium and homeowner associations, including preparing and filing offering plans and amendments with the New York State Attorney General's Office. Mr. Auerbach also represents hotel, hospitality, and food service clients, including bars, restaurants, hotels, grocery stores, sports complexes, racetracks, and other venues on all aspects of New York state liquor licensing, as well as disciplinary proceedings before the State Liquor Authority. He has processed new applications, renewals, corporate change, alteration, and additional bar applications and has provided guidance to breweries and distilleries with respect to licensing and compliance. Mr. Auerbach serves as the managing director of Barclay Damon's Buffalo and Toronto offices and is a member of the firm's management committee.

Kurt M. Steinhouse
is an associate with the U.S. planning and zoning practice in the firm's New York office. He focuses his practice on all aspects of land use, zoning and real estate development in New York City. Before joining the firm, Mr. Steinhouse served as general counsel to the New York City Board of Standards and Appeals. As such, he worked on numerous complex projects involving residential, commercial and community facility development and advised city agencies and the private sector on New York's reticulated zoning, construction codes and environmental review requirements. He drafted hundreds of resolutions for board adoption, participated in public hearings, developed litigation strategies and oversaw outside counsel defending the city in litigation. Mr. Steinhouse also coordinated with governmental agencies and officials and represented the agency before the New York City Council. Before joining the Board of Standards and Appeals in 2016, Mr. Steinhouse worked as an assistant general counsel with the New York City Department of Buildings, where he represented the agency in interpretive appeals before the Board of Standards and Appeals, and as a postgraduate fellow in the legal department of New York City Economic Development Corporation. Mr. Steinhouse has also taught planning law at Columbia University's Graduate School of Architecture, Planning and Preservation as an adjunct professor, and he chairs the New York City Bar Association's Land Use Planning and Zoning Committee. Mr. Steinhouse received his J.D. degree from Columbia Law School, where he was a Harlan Fiske Stone Scholar, and his B.A.degree, summa cum laude, from The College of William and Mary, where he was a James Monroe Scholar.

Christopher B. Fisher
is a partner at Cuddy + Feder LLP and concentrates his practice on telecommunications, land use, zoning, energy permitting and litigation. He is chairman of the firm's telecommunications group and a past chairman of the firm's land use, zoning and development group, two of the largest infrastructure practices in New York and Connecticut. Mr. Fisher also served as a member of the firm's management committee for the period 2003-2013 and as the firm's managing partner for the period 2017-2022. He has been lead counsel in several precedent setting cases involving nuanced areas of zoning and claims under the Federal Communications, Fair Housing and Civil Rights Acts. Mr. Fisher represents wireless carriers, tower small cell and fiber companies, residential and commercial developers, retailers, community solar, and public utilities typically in the states of New York and Connecticut. Clients consult with him on varied aspects of infrastructure and real estate development and frequently seek his advice regarding the Telecommunications Act, New York's State Environmental Quality Review Act, Connecticut's Public Utility and Environmental Standards and numerous other federal, state and local laws regulating development. Mr. Fisher routinely appears before state and municipal land use, zoning and environmental permitting agencies such as local planning boards, zoning commissions and the state of Connecticut Siting Council. He has extensive experience in the siting of wireless facilities and telecommunications infrastructure at the local, state and national level. Mr. Fisher serves in several leadership roles for national and state trade associations. He is a founding board member of the New York State Wireless Association (NYSWA) and served as its president from 2012-2018. Mr. Fisher currently serves as NYSWA's State and Local Government Affairs Advisor. He was appointed to WIA's Innovation and Technology Council and chaired a working group focusing on municipal government relations and small cell policy. Mr. Fisher also serves as vice-chair of the Westchester County Association Board and leads its Digital Connectivity Initiative including a National Science Foundation/US Ignite Grant to address the digital divide in Yonkers, New York. He is recognized by city and state as one of New York's Power 50 in Telecommunications.

Michael G. Zapson
is a partner at Certilman Balin Adler & Hyman LLP. He concentrates his practice in the areas of commercial and estate litigation, real estate, and zoning. Mr. Zapson represents real property owners, national companies, developers, purchasers, REITs, lenders and brokers. He regularly deals with estate and probate tax issues. Mr. Zapson also assists with estate planning tax issues. He is a member of the Long Beach Lawyer's Association, Nassau County Bar Association, and New York State Bar Association. Mr. Zapson is admitted to practice in New York and Washington D.C.; and the U.S. District Courts for the Southern, Eastern and Northern districts of New York. He earned his B.A. degree from Cornell University and his J.D. degree from the State University of New York at Buffalo.
