Marlon A. Primes
is a partner in the Cleveland office of Brennan, Manna & Diamond, LLC. He is a distinguished former assistant U.S. attorney for the Northern District of Ohio, with over 30 years of experience. Mr. Primes has transitioned to serve as co-chair of BMD's business and tort litigation practice, and represents companies across the U.S. in high-stakes litigation. He has handled a wide variety of complex civil litigation in state, federal and appellate courts, including jury trials and appellate actions. Mr. Primes earned his B.S. degree from Ohio University and his J.D. degree from Georgetown University Law Center.

David A. Lowe
is a partner with the law firm of Keegan, Juban, Lowe & Robichaux, LLC, where he focuses his practice in civil litigation, insurance bad faith, corporate matters, employment law, personal injury, and successions. Mr. Lowe is admitted to practice before all state and federal courts in the state of Louisiana, and has been admitted to practice pro hac vice before multiple federal courts in other jurisdictions. He has argued multiple cases before the U.S. Court of Appeals for the Fifth Circuit Court. Mr. Lowe is a member of the Baton Rouge, Louisiana State, Federal and American bar associations. He earned his B.A. degree from the University of Southwestern Louisiana and his J.D. degree from Louisiana State University.

Shlomo D. Katz
is counsel with Brown Rudnick, LLP in the firm's litigation & arbitration practice group, where he focuses on the areas of government contracts/procurement and commercial law and litigation, wage and hour law and construction law. He has significant experience in preparing, negotiating and litigating contract claims and bid protests, as well as advising clients on contract compliance, small business, subcontracting, data rights and labor law issues under government contracts. Mr. Katz has participated in mergers and acquisitions of government contractors, advising on issues of assignment and novation, intellectual property / data rights, size determinations, and security clearances. He has successfully litigated before federal, state and local courts; and the Government Accountability Office and Boards of Contract Appeals. In addition, Mr. Katz is the lead lawyer in the firm's wage & hour practice group, representing clients in connection with minimum wage, working time and overtime issues under the Federal Fair Labor Standards Act (FLSA), Service Contract Act (SCA), Davis-Bacon Act, Presidential Executive Orders affecting government contractors, and state wage payment and prevailing wage laws. This includes conducting proactive wage-hour audits for employers, as well as litigation of minimum wage, overtime and wage payment claims by federal and state labor departments and private litigants, including class and collective actions. He also has represented parties in wrongful termination and discrimination cases before the Equal Employment Opportunity Commission and in federal court. In mergers and acquisitions, he advises on wage and hour issues as part of due diligence. Mr. Katz earned his B.S. degree from the University of Maryland School of Architecture and his J.D. degree from George Washington University Law School. He is admitted to practice in District of Columbia (state and federal) and Maryland (state and federal).

Travis L. Mullaney
is a partner with ArentFox Schiff LLP with over ten years of experience assisting clients with a broad spectrum of matters arising throughout the government contracts lifecycle. Mr. Mullaney helps clients take their contracts from start to finish by advising on teaming arrangements, pursuing and defending bid protests, leading subcontract negotiations, investigating and advising on compliance issues (intellectual property, small business, cybersecurity, conflicts of interest, labor issues, suspension, and debarment matters), litigating contract claims and disputes, and conducting due diligence for corporate mergers and acquisition (M&A) and other transactions. He has represented clients of all sizes from small IT consulting shops to multi-billion-dollar defense contractors. Mr. Mullaney's diverse practice has included clients from the technology, defense, construction, energy, and aerospace industries. He earned his B.A. degree from the University of Virginia and his J.D. degree from Wake Forest University School of Law. Mr. Mullaney is a member of the American Bar Association, Public Contract Law Section and regularly volunteers with the ABA Military Pro Bono Project. He is admitted to practice in District of Columbia and Virginia.
