Speaker bio
Christopher W. Bloomer
is a senior associate in the Indianapolis office of Krieg DeVault LLP. Mr. Bloomer assists clients with all aspects of business, banking, commercial, and complex litigation matters. This includes a concentration in construction litigation, including claims for delay, liens, state and federal Miller Act claims, and accompanying dispute resolution. Mr. Bloomer also counsels political subdivisions, local units, public agencies, and each of their elected officials, department heads, and employees in matters involving Indiana's Public Access Laws (Open Door Law "ODL" and Access to Public Records Act "APRA"), public bidding laws, public purchasing laws, sale, lease, and purchase agreements, public works projects, annexation, eminent domain, Indiana's Unsafe Building Law, the Indiana Tort Claims Act, enforcement of local code violations, negotiation of interlocal agreements by and between multiple governmental entities, and guidance concerning the day-to-day operation of local government. He received his B.A. degree from Indiana University-Purdue University Indianapolis, Indiana and his J.D. degree from Indiana University Robert H. McKinney School of Law.

David A. Lowe
is a partner with the law firm of Keegan, Juban, Lowe & Robichaux, LLC, where he focuses his practice in civil litigation, insurance bad faith, corporate matters, employment law, personal injury, and successions. Mr. Lowe is admitted to practice before all state and federal courts in the state of Louisiana, and has been admitted to practice pro hac vice before multiple federal courts in other jurisdictions. He has argued multiple cases before the U.S. Court of Appeals for the Fifth Circuit Court. Mr. Lowe is a member of the Baton Rouge, Louisiana State, Federal and American bar associations. He earned his B.A. degree from the University of Southwestern Louisiana and his J.D. degree from Louisiana State University.

Elizabeth L. Gordon
is a senior counsel at Irwin Fritchie Urquhart & Moore LLC, where she concentrates her practice in the areas of construction/surety law and commercial litigation. She has experience representing owners, contractors, subcontractors and design professionals in all aspects of construction; from construction contract negotiation and drafting, claim drafting and counseling during the construction and resolution of claims through the use of appropriate state or federal courts or before arbitration panels. Ms. Gordon earned her B.S. degree from Tulane University Freeman School of Business and her J.D. degree from Loyola Law School. She is a member of the Louisiana State Bar Association, American Bar Association, National Association of Women in Construction, Federal Bar Association, Surety Claims Institute, National Bond Claims Association, Surety Association of Louisiana, Louisiana Associated General Contractors, and Louisiana Association of Defense Counsel. Ms. Gordon is licensed to practice in Louisiana state courts; United States District Courts for the Eastern, Western and Middle districts of Louisiana; and United States Court of Appeals for the Fifth Circuit.

Robert Olson
is a partner in the real estate practice group at Dorsey & Whitney LLP and practices in all aspects of real property law focusing on transactions involving the acquisition, development, construction, financing, sale, leasing and disposition of real estate. Mr. Olson also supports other practice groups in matters affecting real property, including mergers and acquisitions, project development and financing. He earned his B.S. degree from the Carlson School of Management at the University of Minnesota and his J.D. degree from the University of Minnesota Law School where he graduated cum laude. Mr. Olson is admitted to practice in the state of Minnesota.

Trey Eckloff
is a shareholder with Montgomery Little & Soran. His practice is focused on civil litigation with an emphasis on the construction industry, professional liability, real estate litigation, and corporate/business law. He also is undertaking the role of serving as counsel for underwriters in connection with various municipal bond transactions. Mr. Eckloff represents clients through all stages of the litigation process in both state and federal courts. He has been involved with multiple cases that went to trial. While he enjoys trial work, he has handled numerous cases that resolved long before trial began. He also represents and counsels clients on day-to-day legal issues, business issues, and advises clients on strategies for avoiding litigation altogether, focusing on each clients' individual needs and goals. Mr. Eckloff attended the University of Denver Sturm College of Law and graduated with a certificate in corporate and commercial law. He was also staff editor for the Transportation Law Journal. Mr. Eckloff has been in private litigation practice since graduation and has represented a variety of institutional and individual clients across the entire State of Colorado. Mr. Eckloff is licensed to practice in Colorado and Arizona and is admitted to the US District Court for Colorado. He is a member of the Colorado Bar Association, Denver Bar Association, Arizona Bar Association, and Colorado Defense Lawyers Association.

Ryan P. Scordato
, Practice Group Leader of the Construction Law Lowndes Team, is a Florida construction law attorney, representing owners, developers, general contractors, design professionals, and subcontractors. Based in Orlando, he focuses on construction-related legal matters, including Federal and State court litigation, arbitration, lien claims, surety bond claims, and strategic risk assessment for projects of all sizes. Ryan combines detailed legal knowledge with practical industry understanding to identify effective solutions for complex construction challenges. He regularly drafts and negotiates construction agreements, litigates disputes, and advises clients on minimizing legal exposure while maintaining project momentum. This comprehensive service has established him as a trusted advisor to construction professionals throughout the region. As a former co-chair of the Orange County Bar Association's Construction Law Committee, Ryan has contributed to the development of construction law practice standards and built valuable industry connections. Licensed to practice before all Florida state courts and the Middle District of Florida, he provides consistent representation across jurisdictions. Ryan's client relationships reflect his commitment to understanding specific business objectives before developing legal strategies. This approach enables him to create solutions that address immediate concerns while supporting long-term business goals, crucial in Florida's complex construction regulatory environment. Throughout his career, Ryan has been recognized by Florida Super Lawyers, Best Lawyers in America, and Orlando Magazine as a top construction attorney in Central Florida. These recognitions highlight his commitment to practical, results-oriented legal counsel. Ryan received his J.D. from Louisiana State University's Paul M. Hebert Law Center and his B.A. in Political Science from the University of Connecticut. At UConn, he was captain of the men's lacrosse team and was selected for the UConn Lacrosse "All-Decade Team" for 2000-2010. Currently, Ryan serves as co-President of the Winter Park Lacrosse Club's Board, coaches the boys’ Bantam team, and contributes to Lacrosse Club Orlando. His community involvement includes service with Central Florida Vocal Arts, leadership roles in the Orange County Bar Association's Young Lawyers Section, and as a past president of the Christian Service Center of Central Florida. Originally from Ellington, Connecticut, Ryan now balances his construction law practice with family life in the Sunshine State. He and his wife, Colleen, are the proud parents of three kids: Braden, Lucas, and Caroline. When he's not practicing law, Ryan enjoys golfing, fishing, and hunting. Come football season, he's all about the LSU Tigers, staying true to his law school alma mater. Geaux Tigers!
