Carol S. Harding
is a trial attorney at Earp Cohn P.C. in Cherry Hill, New Jersey. She maintains a broad-based litigation practice in which she has represented businesses, public entities, and individuals at both the trial and appellate levels in both state and federal courts. Ms. Harding's experience includes complex commercial disputes, employment law, defense of claims against public entities, disability income insurance law, environmental litigation, trust and estate litigation, and consumer fraud actions. She also serves as an arbitrator in employment law matters. Before joining Earp Cohn P.C., Ms. Harding served as a law clerk to the Honorable Joseph L. McGlynn Jr., U.S. District Court for the Eastern District of Pennsylvania. She earned her B.A. degree, summa cum laude, from LaSalle University and her J.D. degree from Rutgers University Law School. Ms. Harding is a member of the American Bar Association (Litigation Section), Camden County Bar Association, Defense Research Institute, New Jersey Bar Association, and Pennsylvania Bar Association. She is admitted to practice in New Jersey and Pennsylvania, and the U.S. District Court for the Eastern District of Pennsylvania, U.S. District Court for the District of New Jersey and the Third Circuit Court of Appeals.

Ryan P. Kennedy
is of counsel with Stevens & Lee, where he represents private and government clients in all aspects of real estate acquisition and development. He frequently represents clients before planning and zoning boards throughout New Jersey and provides strategic insights to multidiscipline solutions that guide projects from start to finish. Mr. Kennedy also serves as Mayor of Hopewell Borough (Mercer County, New Jersey), sits on a municipal land use board and helps his clients navigate the intersection of land use and other government processes. He assists throughout the entire planning and zoning process for projects of all sizes: redevelopments of entire corporate campuses, approvals of quick-serve restaurants, solar canopies, trucking facilities, infill residential and mixed-use developments and for individual homeowners, everything from historic preservation commission review to the nuanced approvals needed for accessory dwelling units. In addition, Mr. Kennedy acts as redevelopment and condemnation counsel for both public and private parties, guiding numerous projects across all phases of planning and development. Of note, he has served as special outside counsel for one of the first transit villages in New Jersey; successfully argued one of the seminal wetlands valuation cases in New Jersey (NJ Transit v. Mori, 435 N.J. Super. 425 (App. Div. 2014); and managed a team of attorneys representing the State of New Jersey in several large beach protection property acquisition projects. Mr. Kennedy earned his J.D. degree, cum laude, from Seton Hall University School of Law and his B.A. degree from Boston College. While in law school, he was a member of the Seton Hall Circuit Review Journal and previously served as Judicial Law Clerk to The Honorable Joseph L. Yannotti, New Jersey Superior Court, Appellate Division.

Michael A. Cedrone
is an associate at Stevens & Lee, where he focuses his practice in administrative law, regulatory compliance, public procurement and government litigation as well as civil and business litigation. He has served as counsel to Ewing Township, NJ, advising on a variety of municipal matters and preparing numerous ordinances, resolutions, shared service agreements and contracts. Mr. Cedrone also has extensive experience in matters pertaining to government records, including the Open Public Records Act (OPRA), and has assisted on numerous OPRA lawsuits and administrative actions, including appeals. He received his B.S. degree from The Pennsylvania State University and his J.D. degree, cum laude, from Rutgers University School of Law - Camden. Mr. Cedrone is a member of Princeton Bar Association and is admitted to practice law in New Jersey.

Andrew T. Fede
is Of Counsel with Archer & Greiner, P.C. He has more than 40 years of legal experience in practice areas including appellate litigation, commercial and governmental civil litigation, local government law, zoning and planning, employment law, estate planning and probate law, real estate law, real estate tax appeals, and constitutional law. He has served as the attorney for the Boroughs of Bogota, Maywood, and Norwood and as the attorney for the Township of Mahwah. Mr. Fede has been the planning board attorney, zoning board attorney, library board attorney, and special counsel in six other New Jersey municipalities. He has served as a certified mediator in the New Jersey Superior Court mediation program for civil, general equity, and probate cases; served as an arbitrator in the Bergen County Superior Court contract/commercial arbitration program; and has been appointed by several Superior Court judges to serve in cases as mediator, arbitrator, special master, and condemnation commissioner. Mr. Fede is an adjunct professor in the Department of Political Science and Law at Montclair State University and is the author of four books and many articles on legal topics. He is admitted to practice by the New Jersey Supreme Court, the United States Court for the District of New Jersey, the Court of Appeals for the Third Circuit, and the United States Supreme Court. He has argued many times before the New Jersey Superior Court, Appellate Division, and five times before the New Jersey Supreme Court. Mr. Fede earned his B.A. degree from Montclair State and his J.D. degree from Rutgers University School of Law.

Scott Burns
is assistant county counsel for County of Gloucester in New Jersey. His practice currently focuses on government law, providing guidance and advice in matters of statute interpretation, preparation of contracts and other legal instruments, legal research, preparation of legal briefs and opinions, and trial practice. Specifically, Mr. Burns is Gloucester County Planning Board solicitor, Construction Board of Appeals solicitor, Gloucester County Solid Waste Advisory solicitor, and vice president of the Gloucester County Insurance Commission. He also practices in State Tax Court, representing municipalities in property tax appeals. Mr. Burns began his career in private practice, representing clients in all aspects of civil, criminal, and family law litigation. He also served as municipal prosecutor in several New Jersey municipalities. Mr. Burns earned his undergraduate B.A. degree in history and political science from Villanova University and his J.D. degree from Widener University in Delaware, and is licensed to practice in New Jersey.

Maeve E. Cannon
is an attorney with Stevens & Lee, where she concentrates her practice in administrative law, regulatory compliance and public procurement and government contracts litigation. She appears before state agencies and state and administrative courts, and has an active appellate practice. Ms. Cannon has substantial experience in all aspects of government contracting disputes at the state and local levels, and advises clients at each stage of the public bidding and contract process. She serves as general counsel to Ewing Township. Ms. Cannon is a member of the Mercer County and New Jersey State bar associations. She earned her B.A. degree from Colorado College and her J.D. degree from Fordham University School of Law.

Lisa R. Barata
is an accomplished attorney with more than 25 years of experience working in various roles in the state of New Jersey's Division of Alcoholic Beverage Control. As counsel in the Real Estate Group, she utilizes this firsthand knowledge to assist clients in navigating the regulatory environment surrounding the manufacture, wholesale distribution and retail sale of alcoholic beverages. Most recently, Ms. Barata served as a deputy attorney general in the Division of Alcoholic Beverage Control in the Counsel to the Director's Office. There, she was responsible for analyzing legal and regulatory issues; drafting legal opinions, special rulings and final agency decisions; providing legal advice interpreting Title 33; and handling appeals of municipal disciplinary actions against licensees. In addition, Ms. Barata also served as the legislative liaison to the Attorney General's Office, where she reviewed pending legislation for the Division. Previously, she served as a deputy attorney general in the Division's Enforcement Bureau, where she prosecuted violations of the law by every tier of the alcoholic beverage industry, including retail and wholesale licensees. Ms. Barata has also presented seminars at regional and statewide conferences, and frequently lectures municipal officials, municipal clerks and licensees throughout the state of New Jersey. She earned her B.A. degree, with honors, from University of Delaware and her J.D. degree from Widener University Delaware Law School.
