Speaker bio
Eric M. Steven
is the principal and managing attorney of Steven Law Office in Spokane with a practice emphasis in the area of landlord-tenant relations and housing. He practices in both state and federal courts in all Washington counties east of the Cascades and in northern Idaho. Mr. Steven litigates landlord/tenant cases involving eviction, ejectment, commercial litigation, fair housing claims, and a variety of other landlord-tenant issues. He is one of the few attorneys in Washington to actually defend a fair housing case in a federal court jury trial. Mr. Steven is acting counsel for numerous property owners, landlords, management companies, mobile home parks, and subsidized housing providers. He is active in legislative reform and advisory counsel for the Washington Apartment Association. Mr. Steven earned his B.A. degree from the University of Oklahoma and his J.D. degree from Gonzaga University School of Law. As a licensed instructor in real estate, he frequently lectures to attorneys, property managers, law enforcement, and owners at continuing legal education programs. He is the author of From Landlord/Tenant to Debt Collector/Consumer and Back Again, Gonzaga Law Review, and A Comparison of Residential Tenancies in Idaho and Washington State (2013), now available on the internet, publication pending. For the last several years, Mr. Steven has been an invited speaker at the Trends conference in Seattle, Washington, the northwest's largest rental housing management conference. As one of the most highly evaluated CLE instructors statewide in 2003, he was selected by the Washington State Bar Association to speak in the WSBA Encore "Best of CLE" series. Mr. Steven is a frequent speaker for the Washington State Bar and Spokane County Bar Association. He is a member of the Washington State, Idaho, Spokane County, Federal and Eastern District of Washington Bankruptcy bar associations. In 2019, Steven Law Office was named Top Housing Law Firm of the Year by Lawyer Monthly magazine. In 2023, Inc. magazine named Steven Law Office a Power Partner in business. Mr. Steven was named by National Business Institute, a nationwide CLE sponsor, as the "Outstanding Faculty Member of the Year for 2023", based upon peer review and other factors.

Evan L. Loeffler
is the principal at the law firm of William Kastner. He is a seasoned real estate attorney with over 25 years of experience in landlord-tenant relations and litigation. Mr. Loeffler's practice emphasizes landlord-tenant law and has assisted thousands of landlords, property managers and owners in Seattle and throughout Washington state to resolve difficult legal disputes involving evictions, litigation, post-foreclosure matters, leases, and other landlord-tenant disputes. He has practiced law in Washington since graduating from Gonzaga University School of Law in 1994. Mr. Loeffler is an author and contributor to several chapters on landlord-tenant law in the Washington Lawyers Practice Manual published and annually updated by the King County Bar Association. He earned his B.A. degree from Bennington College and his J.D. degree from Gonzaga University School of Law.

Christopher D. Cutting
is an attorney with Cutting Law Office PC, and practices residential and commercial landlord-tenant litigation, judgment enforcement, and appeals. He is a nine-time Rising Star attorney in Super Lawyers magazine. Recently, Mr. Cutting was named the Rental Housing Association of Washington's Volunteer of the Year for 2017. Besides his frequent work in the courtroom, he is known for his speaking and writing. Mr. Cutting is a frequent presenter at legal education courses around Washington for attorneys, and is a licensed clock hours instructor for real estate brokers. He earned his A.B. degree from Georgetown University and his J.D. degree, cum laude, from the Seattle University School of Law.

Travis S. Eller
is an attorney with Eller Law Firm PLLC. After working for a real property firm and then a high-volume personal injury firm, he started his own legal practice emphasizing these areas. Mr. Eller earned his B.A. degree from Tennessee Technological University and his J.D. degree from University of Tennessee College of Law. He is a frequent legal education presenter and a licensed real estate instructor. He earned the National Institute for Trial Advocacy’s advocate designation. Mr. Eller is licensed to practice in Washington and is admitted to practice before the Federal Court in the Western District of Washington.

Sandra D. Schilling
is a professional responsibility counsel in the Advancement Department of the Washington State Bar Association. As professional responsibility counsel, she serves as an advisor to members of the bar on the Rules of Professional Conduct, and staffs the Committee on Professional Ethics. The favorite part of Ms. Schilling's position is one-to-one contact when members call her for ethics line assistance. She contributes regularly to bar publications, especially posting regarding new advisory opinions or other emerging ethics issues. While at the WSBA, Ms. Schilling spent 15 years in the Office of General Counsel, primarily focusing on issues relating to ethics, bar custodianships and unauthorized practice of law. Prior to joining the WSBA in 2006, she served as an assistant attorney general for 12 years. Ms. Schilling is a proud “Double Dawg,” earning both her law degree and undergraduate degree from the University of Washington.

Erika D. Rutter
is a counsel staff attorney at Central Washington Legal Aid where she practices in representing indigent tenants facing eviction. She started her legal career practicing criminal law in Kittitas and Yakima County. In 2021, Ms. Rutter made the switch to civil legal aid and started as, then, Yakima County Volunteer Attorney Service's first staff attorney. In June 2024, Yakima County Volunteer Attorney Services expanded their services into Grant County and changed their name to Central Washington Legal Aid. She earned her J.D. degree from Hamline University School of Law in St. Paul, Minnesota.
