Speaker bio
Austin Scarborough
is an attorney at Young/Sommer LLC. He joined Young/Sommer in 2023 and focuses his area of practice on energy, environmental, and land use law. Prior to joining Young/Sommer, Mr. Scarborough worked at other law firms in the Capital Region, where he assisted clients on various energy, environmental, land use, and cybersecurity matters. He provides counsel on matters such as environmental compliance, due diligence, and obtaining permits and approvals at local and state levels. Mr. Scarborough also regularly presents on wetlands issues and updates at the state and federal level. He earned his J.D. degree from Vermont Law School in 2021 with a concentration in energy law. During law school, Mr. Scarborough devoted the majority of his coursework to energy and environmental law; worked in the Vermont Law School Energy Clinic, where he helped clients obtain community solar approvals; and interned at the Federal Energy Regulatory Commission in the Office of Administrative Legislation.

Stephen R. Estey
is a shareholder at Zausmer, P.C. He finds creative solutions to real-world problems while navigating his clients through the entitlement process before administrative and government tribunals, at arbitration, and in the trial and appellate courts. His knowledge and experience is far-reaching, including all land use entitlements, eminent domain, easement disputes, adverse possession issues, boundary and title claims, quiet title, general commercial real estate-related matters, and general commercial litigation. He routinely acts as a liaison for his clients in the community, creating alliances with decision-makers and other key constituents. He regularly appears at municipal meetings and public forums, forging relationships to ensure projects move toward completion. Because of the close relationships he has built, Mr. Estey has productive working rapport on all sides, giving him the trusted connections necessary to secure approvals and get deals done. Before joining Zausmer to lead its real estate and renewable energy practice groups, he was an equity partner at an Am Law 200 firm. He earned his undergraduate degree from the University of Michigan and his law degree, cum laude, from Wayne State University Law School.

Margaret Martin
is a partner at Thompson Burton PLLC. She advises clients on projects at the intersection of the public and private sectors, with a focus on airports, aviation, public-private-partnerships, and public contracting. Ms. Martin also advises clients on commercial real estate, zoning, and land use matters. Her clients appreciate the practical advice she can provide based on her hands-on experience working with and within governmental agencies. Prior to joining Thompson Burton, Ms. Martin was the founder of Martin Airport Law, LLC, a firm certified by the State of Tennessee as a Disadvantaged Business Enterprise (DBE) and an Airport Concessions Disadvantaged Business Enterprise (ACDBE). Her began her career in aviation as an attorney at the Metropolitan Nashville Airport Authority, and also supported the Nashville International Airport and the John C. Tune Airport as the Chief Development Officer. As chief development officer, Ms. Martin was responsible for delivering and managing annual revenues exceeding $170M and overseeing approximately 2500 commercial agreements with tenants, operators, business partners, and governmental agencies. In between her airport roles, she worked in the legal department for Asurion. Ms. Matrtin earned her B.A. degree, cum laude, from The Catholic University of America and her J.D. degree from Tulane Law School.

John P. Slagter
is a partner with Tucker Ellis LLP. He practices primarily in the areas of real estate, land use and zoning, construction, eminent domain, real property tax, valuation complaints, and commercial litigation. Mr. Slagter represents owners, developers, contractors and governmental entities in all facets of residential, commercial and industrial real estate, including acquisition, financing, development, leasing and disposition. He speaks on real estate and litigation related issues to various organizations and clients. Mr. Slagter earned his B.A. degree from John Carroll University and his J.D. degree from Case Western Reserve University School of Law.

Christopher A. Pocta
is an attorney at Wolcott Rivers Gates. He is experienced in handling a wide array of real estate and transactional matters in Virginia including residential and commercial real estate, business formation and litigation, landlord/tenant matters, civil litigation, drafting contracts and litigating contract disputes. Mr. Pocta joined the team at Wolcott Rivers Gates to focus specifically on matters pertaining to real estate, zoning, land use, and related legal considerations. He has personally handled over 250 of these matters to include the representation of purchasers, sellers, and lenders. Since beginning his law practice in 2016, Mr. Pocta has been invited to speak to local business associations on areas pertaining to real estate, business organization, and related estate planning considerations. He earned his B.A. degree, cum laude, from Franciscan University and his J.D. degree, cum laude, from Regent University School of Law.

Frederic W. Knaak
is a partner in the law firm HKB Law, P.A. Recently, he has moved that practice into North Star Law Group in St. Paul, Minnesota, where he heads the municipal law group. Mr. Knaak has represented cities and other local units of government for more than 45 years. His practice includes real estate, zoning and land use, municipal law, public and election law, including substantial trial and appellate litigation experience state and federal courts. For ten years, Mr. Knaak served in the Minnesota Senate, representing a suburban district northeast of St. Paul. He was the Minority Floor Leader, and served during his entire tenure on the Data Practices Subcommittee, where he was directly involved in the drafting and amending of the Minnesota Data Practices Act and the Open Meeting Law of that state. People in Minnesota may recognize Mr. Knaak as a regular political panelist on the Public Television Almanac program. He was also lead attorney in the United States Senate election recount in Minnesota in 2008. In addition, Mr. Knaak was recently appointed to the Criminal and Juvenile Information Policy Advisory Group.
