Clay Massey
is a partner and trial lawyer in the Environmental & Land Use Group at Alston & Bird in Atlanta. He has practiced for more than 22 years in environmental and land use litigation. His land use work has involved contentious matters concerning granite quarries, pipelines, heavy industrial facilities, major league ballparks, multi-family and mixed use developments, golf courses, and health care facilities, among other types of developments and land uses.

Anré D. Washington
is an attorney at Krevolin & Horst, LLC. He has represented residential and commercial developers across multiple jurisdictions through various entitlement processes. Mr. Washington capitalizes on his longstanding relationships from serving in a range of public policy and key political staffing roles for invaluable strategic insight for his clients. As a commercial and civil litigator, he has represented various businesses through multiple disputes, including breach of contract, dissolution, real estate disputes, and other related matters. Mr. Washington earned his B.A. degree, cum laude, from Morehouse College and his J.D. degree from University of Georgia School of Law. He was recently named as a 2025 Rising Star for Land Use and Zoning by Georgia Super Lawyers.

Rachel Gage
is a partner with Robbins Alloy Belinfante Littlefield LLC. She has extensive experience in real estate-related and other complex business disputes. Ms. Gage represents developers and commercial landowners in landlord-tenant, eminent domain, and land use litigation, and has in-depth knowledge of Georgia zoning and land use law. She is experienced in federal and state jury trials, arbitration hearings, bench trials, emergency hearings, and depositions. Ms. Gage graduated with honors from Cornell University and the University of North Carolina School of Law. She is admitted to practice in Georgia and North Carolina.

Thomas M. Mitchell
is a partner of the law firm of Carothers & Mitchell, LLC, located in Buford. He serves as city attorney for Demorest and Hiawassee, while his firm represents several other cities. Mr. Mitchell represents various counties in the areas of civil rights, land use, eminent domain and nuisance. His litigation practice includes representation of numerous cities, as well as several small businesses and individuals. Mr. Mitchell also represents clients with regard to real estate, zoning and permitting, access and boundary disputes, construction, and foreclosure. He has spoken many times in the past on zoning and other land use issues. Mr. Mitchell earned his undergraduate degree, with distinction, from the University of Virginia and his J.D. degree, magna cum laude, from the University of Georgia Law School.
