David C. Holland
is a partner and a member of Prince Lobel Tye LLP's Business Litigation and Cannabis practice groups. He is a highly sought-after civil and criminal litigation attorney who has an extensive background in representing a broad range of stakeholders in the cannabis industry. Mr. Holland is the executive and legal director of Empire State NORML, the New York State affiliate of the National Organization for the Reform of Marijuana Laws (NORML). Mr. Holland is also a co-founder and president of the New York City Cannabis Industry Association (NYCCIA) and vice president of the Hudson Valley Cannabis Industry Association (HVCIA). He is also a pro bono legal advisor to Last Prisoner Project (LPP) seeking clemency and habeas corpus relief for prisoners of the Drug War. Previously, Mr. Holland spent a dozen years serving of counsel to the late Michael Kennedy, Esq., an outspoken criminal defense and civil rights and cannabis advocate. Together, they successfully pursued President Obama with a group clemency petition on behalf of five elderly first time offenders serving at least one sentence of life without the possibility of parole for non-violent marijuana related offenses. During that time, Mr. Holland also provided counsel to High Times Magazine handling all legal matters. He is a frequent information source for news media outlets and regular lecturer at many multi-disciplinary legal and media events regarding cannabis related issues. Mr. Holland has challenged the constitutionality of federal cannabis laws in several legal actions, submitted amicus curiae briefs to the United States Supreme Court in the case of Washington v. Barr and Musta v. Mendota Heights Dental Ctr., arguing that the Schedule I status of cannabis under federal law is unconstitutional. He has also brought a declaratory judgment action against the New York State Department of Corrections and Community Services on behalf of probationers who are being denied access to medical marijuana under the state's Compassionate Care Act as well as representing a firefighter who was terminated from the Buffalo Fire Department for his lawful use of medical cannabis. Mr. Holland has been a leading voice in New York's legalized cannabis laws and emerging industry rules and regulations. He was named a Top 100 Attorney of the Year in 2021, and a 2022 Metro New York Super Lawyer. Mr. Holland was admitted to the federal and state courts in New Jersey (1994), New York (1996), and Maryland (2004), as well as the U.S. Supreme Court and the Second Circuit Court of Appeals.

Ilya Ross
leads Ellenoff Grossman & Scholoe LLP's cannabis practice, providing legal solutions to a wide array of cannabis business and compliance needs. He specializes in public and private financing, corporate governance, securities law compliance, and acquisitions/strategic partnerships. Mr. Ross has assisted cannabis issuers ranging from start-ups to multi-state operators (and everything in between) in structuring complex transactions for regulatory compliance, multi-state application, and growth opportunities. He first began his practice of cannabis law in Massachusetts, where he worked on and structured some of the first multi-state transactions in the Northeast. Since then, Mr. Ross has worked on multi-state acquisitions and expansions and represented vertically integrated operators across jurisdictions, including California, Colorado, Michigan, Nevada and New Jersey. He also has extensive experience representing life sciences, emerging technologies and entertainment companies with 1934 Act compliance, 1933 Act transactions, commercial transactions and corporate governance. Mr. Ross is a graduate of the University of Michigan and the University of Michigan Law School. He has also previously worked in the capital markets and securities practice groups at Milbank, Tweed, Hadley & McCloy LLP and Greenberg Traurig LLP. Mr. Ross' passion and commitment to the cannabis industry extends to a desire to inform the future of cannabis success stories. He regularly sits on panels, instructs CLEs on the subject and has guest lectured the Cannabis Law course at Boston University School of Law.

Joshua Horn
is a partner with Fox Rothschild LLP. He is Co-Chair of the firm's Cannabis Law practice and is ranked by Chambers USA among the nation's leading Cannabis Law attorneys. Industry leaders such as PharmaCann and Trulieve, as well as emerging cannabis and hemp businesses, rely on Mr. Horn's sophisticated knowledge of this unique sector to help them access new markets and clear the multistate regulatory hurdles that complicate commercial transactions such as mergers, acquisitions and capital raises. He leads a national team, named 2021 Cannabis Group of the Year by Law360, that serves the diverse needs of businesses in the legalized cannabis and hemp sector, providing regulatory compliance, employment, licensing, banking, real estate, corporate financing and other services for new and established businesses. Mr. Horn is admitted in Pennsylvania and New York and a member of the International Cannabis Bar Association, Philadelphia Bar Association (co-chair, Medical Marijuana and Hemp Committee), Cannabis Law Journal (editorial board member) and Pennsylvania Bar Association (Medical Marijuana and Hemp Law Committee). He earned his B.A. degree from Skidmore College and J.D. degree from Widener University School of Law.

Malina E. Dumas
provides experienced legal counsel to businesses, tribes and municipalities on the complex and constantly evolving regulations and laws that impact medical and adult use cannabis, hemp and CBD markets nationwide. She was first introduced to this emerging field through her work with tribal nations that were exploring business opportunities in these markets. Ms. Dumas' deep experience includes advising clients on many aspects of the business cycle, from quickly and efficiently obtaining licenses from state and municipal authorities to compliance with ever-evolving ordinances, regulations and statutes. She thrives on the challenge to maintain current knowledge on the patchwork of local, state and federal ordinances, laws and regulations in order to make sure her clients remain fully compliant. While at the University of Washington School of Law, Ms. Dumas participated in the law school’s Tribal Court Public Defense Clinic, where she represented tribal members that had been charged with criminal offenses. She also served as a summer clerk at the Navajo Nation Department of Justice in Window Rock, Arizona. Ms. Dumas is based in Portland, Maine. She earned her B.A. degree, cum laude, from Wellesley College and her J.D. degree, with honors, from University of Washington School of Law.

With more than 25 years of public and private experience, she has an outstanding reputation for developing strong relationships and uses her diverse experience, technical proficiency and problem-solving skills to consult with a wide range of businesses and industries. Ms. Scher advises on tax minimization and deferral strategies for companies and their owners, and is adept at recognizing tax and credit incentive opportunities, including research and development, work opportunity tax credits, and investment tax credits to name a few. She advises clients about tax ramifications prior to potential transactions and has helped clients with the successful abatement of IRS and state penalties. Ms. Scher has developed a specialty in the cannabis space, assisting companies with technology solutions and tax planning, and helping to forge relationships within the industry. She shares this knowledge through frequent speaking engagements, appearing at professional and industry events on a variety of business and tax topics.
